Elite cars and hectares of land: how National Police Colonel Velychko and his unemployed wife amassed assets during the war

The chief operative of the Department of Strategic Investigations of the National Police of Ukraine, Volodymyr Velychko, and his unemployed wife became owners of a significant amount of real estate, as well as luxury cars and motorcycles in 2024.

Until 2019, he worked in the Department of Economic Protection of the National Police of Ukraine, including in managerial positions. After resignation and before joining the Department of Strategic Investigations (2019-2023), Velychko did not submit declarations, meaning he did not hold public office. A year before his appointment to the DSI – in 2022 – he was not employed anywhere: he only received social benefits while simultaneously earning millions from the sale of property.

In July 2024, Velychko took the position of deputy head of the Ethics and Fair Play Committee of the “Ukrainian Association of Football.” The “UAF” website states that the colonel “has many years of experience in combating match-fixing.”

On March 30, 2024, Velychko became the owner of 4 properties in Kyiv and the surrounding area:

• a house (155.3 sq. m) in Vasylkiv, valued at 403,000 UAH;
• a land plot (1,000 sq. m) in Vasylkiv, valued at 47,000 UAH;
• a land plot (1,000 sq. m) in Vasylkiv, valued at 51,000 UAH;
• an apartment (28.9 sq. m) in Kyiv, valued at 550,000 UAH.

On the same day, he acquired property rights to two unfinished construction objects, namely two incomplete apartments in Kyiv (62.21 sq. m and 39.95 sq. m).

Previously, all of this belonged to his ex-wife Nataliya, with whom he divorced in 2023. In 2024, Velychko remarried – Anastasiya took his surname.

The value of the land plots in Vasylkiv raises questions. Currently, 20 hundredths of land in this city, which the law enforcement officer valued at 98,000 UAH, could cost significantly more. For example, there are listings for the sale of a 20-hundredth plot in Vasylkiv for over 1 million UAH.

The family owns 5 vehicles. All of them are registered to Anastasiya and were purchased in 2024:

• a BMW R1250GS motorcycle (2019), declared value – only 40,000 UAH. The actual price of such a motorcycle today is around 900,000 UAH;
• a YAMAHA Tenere motorcycle (2023), declared value – 50,000 UAH. Currently, this model costs approximately half a million UAH;
• a Mercedes-Benz GLS 400 (2023), valued at 4.4 million UAH;
• a Mercedes-Benz V300D (2023), valued at 4 million UAH;
• a LEXUS GX460 (2010), valued at 500,000 UAH. In reality, such a car may cost 1-1.2 million UAH.

The official’s wife, Anastasiya Velychko, received 3,000 UAH in social benefits in 2024 and a total of 1.1 million UAH in income from the sale of movable property. Of this, 525,000 UAH came from citizen Leonid Kallash, and 640,000 UAH from citizen Boldova Iryna Ihorivna. However, it is unknown which specific movable property Ms. Velychko sold, as she appeared as his wife in Volodymyr Velychko’s declarations only in 2024. Thus, there is no information about her or her property in the law enforcement officer’s declaration for 2023.

Leonid Kallash is a motorcycle coach and the founder of the motorcycle school The Riders. Volodymyr Velychko is also passionate about motorcycles – in 2021, he purchased a KAWASAKI NINJA ZX1000 (2013) for only 5,000 UAH, and in 2023, he sold it for 490,000 UAH. Kallash had previously bought vehicles from the Velychko family. In 2022, Velychko’s ex-wife Nataliya sold some movable property to the motorcycle coach for 680,000 UAH.

In cash, Volodymyr Velychko holds 400,000 UAH, and on bank accounts – slightly over 13,000 UAH. He also has an account in the Spanish bank Santander, where 207 euros are stored.

The savings of the unemployed wife of the official are striking. The woman holds 194,000 USD in cash, and on her bank account – 668 UAH.
