The court canceled a multi-million fine imposed by the NBU on IIB: the regulator is preparing an appeal

The Kyiv District Administrative Court, by its decision dated July 16, 2025, and the Sixth Administrative Court of Appeal, by its ruling dated January 20, 2026, recognized as illegal and canceled the decision of the National Bank to impose a penalty on the International Investment Bank in the form of a fine of 20.5 million UAH for violating legislation in the field of preventing and countering the legalization (laundering) of proceeds from crime, terrorist financing, and the financing of the proliferation of weapons of mass destruction.

The National Bank disagrees with these decisions and will appeal them in cassation within the timeframe established by law, as reported by the NBU.

In March 2025, the National Bank imposed a fine of 20.5 million UAH on Petro Poroshenko’s bank for violating financial monitoring rules.

  • Specifically, the regulator noted:
  • the bank did not properly verify its clients;
  • did not apply a risk-based approach in its activities, as required by law;
  • did not provide the National Bank with reliable information and documents necessary for monitoring compliance with rules on countering money laundering and terrorist financing.

These violations of financial monitoring rules served as the basis for imposing the fine.
