Updating the car fleet during the war: the head of BES in Kyiv region, Perunin, purchased a new Skoda Kodiaq for 1.85 million hryvnias

The head of the BEB in Kyiv region, Vitaliy Perunin, declared the purchase of a new Skoda Kodiaq SUV worth 1.85 million UAH.

According to the document, on August 9, 2025, the official received an income of 500,000 UAH from the sale of movable property to Maksym Lishchuk.

On the same day, August 9, 2025, he became the owner of a new Skoda Kodiaq vehicle (2025 model year). The declared value of the vehicle at the time of purchase is 1.85 million UAH. The car was purchased from a legal entity — PE "Trading House ’Euromotors’" (EDRPOU code 36830584).

In his annual declaration for 2024, Vitaliy Perunin listed the following vehicles:

- Toyota Venza (2010), value at the time of purchase 400,000 UAH
- Skoda Kodiaq (2022), value at the time of purchase 1.47 million UAH, used by his wife Halyna Perunina

An interesting fact is that all the family’s real estate is registered under the name of the official’s wife – Halyna Perunina. She owns:

- an apartment with an area of 63.6 sq. m in Otamanivka, Luhansk region, purchased in 2000;
- a garage in Otamanivka, purchased in 1996;
- an apartment with an area of 106.6 sq. m in Kharkiv, purchased in 2014, value – over 1.2 million UAH (Vitaliy Perunin, his wife Halyna, and their children are registered in this apartment);
- a garage in Kharkiv, purchased in 2021, value – 200,000 UAH;
- a land plot with an area of 33 sq. m in Kharkiv, purchased in 2021, value – 80,000 UAH.

Additionally, Halyna Perunina rents a non-residential premises with an area of 38 sq. m in Kharkiv for entrepreneurial activities. According to information from state registers, she is engaged in retail trade of clothing in specialized stores, with her sole proprietorship registered in Kharkiv.

Vitaliy Perunin himself rented two apartments:

- an apartment with an area of 68.3 sq. m in Krasyliv, Khmelnytskyi region (rented since April 2022);
- an apartment with an area of 50.3 sq. m in Kyiv (rented since November 2023).

Currently, the official’s wife and their two children reside in Italy, where they have been renting an apartment with an area of 50 sq. m since September 2024. However, the terms under which the Perunin family members live abroad were not specified by the official.

Vitaliy Perunin does not declare the expenses for renting the two apartments. Similarly, the expenses for renting accommodation for his family abroad are not indicated.

Last year, Vitaliy Perunin received 774,000 UAH in salary from the BEB, 175,000 UAH in interest from bank accounts, 95,000 UAH in pension, and 4,000 UAH in social payments for internally displaced persons (IDPs). He also declared 18,000 UAH as “monetization of subsidies, social payments.” Halyna Perunina received 612,000 UAH in income from entrepreneurial activities, 16,000 UAH in social payments for IDPs, and 60,000 UAH in salary from a foreign citizen, Shiggi Fausto – presumably, she works in Italy.

Under joint ownership, the Perunin couple owns 20,000 UAH and 70,000 USD. Vitaliy Perunin declares over 1.4 million UAH in personal savings held in his bank accounts. His wife has 20,000 EUR in cash, 310,000 UAH in a Ukrainian bank, and 3,000 EUR in an account at the Italian bank Italian post S.p.A (PostePay S.p.A). The total amount of the couple’s savings is over 5.7 million UAH.

From 1998 to 2014, Perunin served in the tax police of Luhansk region. From 2014 to 2017, he held the position of head of the operational department of the SFS in Donetsk region, and from 2017 to 2021, he was the first deputy head of the SFS in Donetsk region. In 2021, he served as the first deputy head of the SFS in Kharkiv region.
