The former head of the second department of the Mukachevo Territorial Recruitment and Social Support Center in Zakarpattia region, Serhiy Ivanyna, left behind a declaration after his dismissal that became a vivid example of the reasons for public distrust in the TRC system. According to the submitted data, the ex-officer declared 120,000 US dollars and 120,000 euros in cash — an amount that clearly does not correspond to his official income during his service.

The financial situation appears extremely contrasting. Serhiy Ivanyna’s total income for 2025 amounts to approximately 748,000 hryvnias. This sum includes payments for service at the TRC, a pension, as well as minor social and banking receipts. With such figures, accumulating even one of the declared currency amounts would require many years of strict savings, not to mention simultaneous accumulation in two currencies.

The property section of the declaration only deepens the doubts. Serhiy Ivanyna has a residential house registered in his name in the village of Mizhhirya, with an area of over 200 square meters, two apartments in Uzhhorod, four land plots, and a non-residential premise. At the same time, a significant portion of the assets is registered under a close relative. His wife, Oksana Ivanyna, has three apartments, a large residential house in Uzhhorod, a land plot, and two non-residential premises registered in her name.

The family’s car fleet deserves particular attention. Oksana Ivanyna has a Toyota Land Cruiser 150 (2022 model), a Hyundai Tucson (2019 model), and a Ponticelli ER-120U bus registered in her name. The market value of even one of these vehicles significantly exceeds the family’s official annual income. At the same time, the declaration states that data on the cost of the vehicles at the time of purchase is unavailable.

Formally, the wife’s income appears almost symbolic. The declaration lists a negligible salary from part-time work. Meanwhile, Oksana Ivanyna is the ultimate beneficial owner of the television and radio company «Mizhhirya TV», which creates an additional, though not reflected in the figures, financial aspect of the family’s life.

In the end, a typical picture emerges, characteristic of recent years: a TRC officer with access to important administrative decisions, modest official income, and at the same time hundreds of thousands of euros and dollars in cash, an impressive array of real estate, and expensive vehicles, skillfully distributed among family members. Formally, the declaration has been submitted, and there are no legal violations. However, in reality, it highlights the gap between the declared sources of income and the actual standard of living, which has become one of the key reasons for the crisis of trust in the TRC system as a whole.
