Free 100 "squares" in Dnipro: how the family of a military prosecutor Tupikalo has not paid for years for renting elite housing

Prosecutor of the Specialized Prosecutor’s Office in the Defence Sector of the Eastern Region, Dmytro Tupikalo, and his common-law partner, prosecutor Yuliya Barabash, have not declared expenses for renting housing in Dnipro for years.

This was reported by the anti-fraud project “190”.

Dmytro Tupikalo started working at the Specialized Prosecutor’s Office in the Defence Sector of the Eastern Region in 2023. Prior to that, he worked for many years at the Donetsk Regional Prosecutor’s Office.

His common-law partner Yuliya Barabash (with whom he lives but is not married) is a prosecutor at the Sloviansk District Prosecutor’s Office in Donetsk region. Tupikalo and Barabash have two sons.

Real Estate

Dmytro Tupikalo, Yuliya Barabash, and their two children live in a rented apartment (106 sq. m) in Dnipro. However, Tupikalo has for some reason concealed the start date of the lease. Meanwhile, his common-law partner Barabash stated that she began renting this apartment in December 2022. Nevertheless, the couple has not declared any expenses for renting housing in Dnipro for several years in a row.

Since 2007, Yuliya Barabash has co-owned an apartment (54 sq. m) in the town of Mykolaivka, Donetsk region, under joint ownership rights. The co-owner of the property is her relative (likely her mother), Halyna Barabash.

Vehicles

In 2023, Yuliya Barabash purchased a NISSAN QASHQAI 2018 model for 560,000 UAH.

In 2024, Dmytro Tupikalo became the owner of a PEUGEOT 301 2018 model. This car was gifted to the prosecutor by his father, Yuriy Tupikalo. Tupikalo valued the vehicle gifted by his father at 260,000 UAH.

Income and Savings

In 2024, Tupikalo received 1.1 million UAH in salary from the Specialized Prosecutor’s Office in the Defence Sector of the Eastern Region, 57,000 UAH in salary from the Donetsk Regional Prosecutor’s Office, and a total of 19,000 UAH in social benefits.

Barabash received 867,000 UAH in salary from the Donetsk Regional Prosecutor’s Office and 16,000 UAH in social benefits as an internally displaced person (IDP).

Dmytro Tupikalo keeps 20,000 USD in cash. Yuliya Barabash has 1,000 USD of her own funds, also in cash. Additionally, the couple declares 5,500 EUR as joint property. The prosecutors do not declare any savings in bank accounts. The total amount of savings for Tupikalo and Barabash as of the end of 2024 is nearly 1.2 million UAH.
