Apartment for the mother using the money of a deceased relative: NACP exposes the schemes of Ivano-Frankivsk top police officer Fedorov
The NACP has identified inaccurate data in the declaration of Andriy Fedorov, Deputy Chief of the Security Police Department in Ivano-Frankivsk region, who is under suspicion of fraud.
A number of violations have been uncovered, the most serious of which is the failure to declare income amounting to 2.67 million UAH in 2023. According to information from the NACP and materials of the criminal proceedings, on February 14, 2023, Fedorov received 2.67 million UAH from an individual (presumably a relative), which was deposited on the same day as a targeted contribution to the service cooperative «ZhBK Spilka Zabudovnykiv 20» for the purchase of a three-room apartment in Ivano-Frankivsk. The ownership of the apartment is registered under the name of the official’s mother, Nina Volodymyrivna Fedorova. After renovation and furnishing, the apartment was occupied by Fedorov himself and members of his family.
The total income of the official’s mother from 1998 to 2023 amounted to only ~26,600 UAH — clearly insufficient for purchasing such property. The apartment in which Fedorov lived with his family was used under a rental or usage agreement, but it was not reported in the 2023 declaration.
He also stated that he was unaware of the value of his wife’s Audi Q7, although the actual residual value, according to the registry, is 32,000 UAH.
The NACP explicitly states: the official’s actions show signs of a criminal offense under Part 1 of Article 366-2 of the Criminal Code (declaration of false information).
In January 2026, Andriy Fedorov was notified of suspicion of fraud on an especially large scale (Article 190 of the Criminal Code). The investigation believes that the official, exploiting trust and family ties, convinced the uncle of a deceased female soldier (who had received 7.5 million UAH in state aid) to invest part of the funds in an apartment, which was later registered under the name of the policeman’s mother.
The court has already imposed a seizure on the apartment and four vehicles (Audi Q7, Skoda Octavia, Volkswagen Transporter, ZAZ Lanos), and granted access to bank accounts.
