Operation "Clean City": HACC detains Spasybko and his accomplice Blyumin

The High Anti-Corruption Court (HACC) has changed the preventive measure for two suspects in a land corruption case in Kyiv. Since they did not pay the bail, they will now be held in custody with the possibility of posting bail.

On February 12, the Specialized Anti-Corruption Prosecutor’s Office (SAPO) and the National Anti-Corruption Bureau (NABU) reported this.

According to the statement, the HACC investigating judge supported the position of the SAPO prosecutor and changed the preventive measure for two suspects — a former deputy head of the Kyiv City State Administration (KCSA) and his accomplice. As usual, the names of the suspects are not disclosed.

Sources of Suspilne in law enforcement agencies reported that this refers to the former deputy head of KCSA, Oleksandr Spasybko, and his accomplice, Roman Blyumin.

The previous preventive measure for them included only bail in the amount of 24.9 million UAH for one and 15 million UAH for the other. However, the suspects did not pay these amounts. In this regard, SAPO filed a motion to change the preventive measure from bail to detention with the alternative of posting bail.

The HACC granted the motion and placed both individuals in custody. Currently, the alternative bail for Spasybko is 20 million UAH, and for Blyumin — 10 million UAH.

SAPO representatives noted that both suspects are involved in a case concerning a criminal organization that operated under the leadership of a former Kyiv City Council deputy. The goal of the organization was to seize land in Kyiv and establish control over the decision-making process by local authorities regarding land rights allocation.

"We emphasize that the pre-trial investigation in the case has now been completed. The defence is currently reviewing the case materials," — law enforcement officials added.
