The NACP has identified violations in the declaration of Irpin City Council deputy Oleksandr Pikulyk amounting to over 12 million hryvnias

The NACP has discovered false declaration of property worth 12.54 million UAH by Oleksandr Pikulyk, a deputy of the Irpin City Council.

This information was obtained from the report on the verification of the declaration submitted by the politician for 2023.

In the section on place of residence, Pikulyk indicated an address in Irpin, which is actually a commercial property. In reality, he lived in Bucha, which was recognized as a violation of legal requirements.

In the section on real estate objects, a land plot of 758 m² in Bucha, which was under lease (with a normative monetary value of 176 thousand UAH), was not declared. Additionally, properties used by his daughter were not declared. Instead, the declaration included land plots and non-residential premises, the rights to which had been alienated or terminated before the reporting period (specifically in 2021–2022). Furthermore, the incorrect value of certain plots acquired through privatization or division was indicated (the value at the date of acquisition was missing).

In the section on objects of unfinished construction, a residential building of 315.8 m² in Bucha, located on a leased land plot, was not reflected.

According to the conclusions of the Kyiv Research Institute of Forensic Expertise, the minimum value of such an object as of December 31, 2023, could amount to 11 million UAH. The NACP took into account satellite images confirming the long-term existence of the house and the use of the plot as a single household.

In the section on income, 1.36 million UAH of income from unidentified sources was not declared. This refers to cash deposits into the accounts of two companies (LLC «Promoalt» — 356.4 thousand UAH in November 2023 and LLC «E.K.M.» — 620 thousand UAH in February 2023) as repayable financial assistance. An analysis of the movement of funds in the accounts showed that the declarant did not have the opportunity to accumulate such amounts from official sources, taking into account previous expenses on property, corporate rights, and household needs.

In the sections on monetary assets and financial obligations, loans were reflected which, according to the NACP’s conclusion, were not subject to declaration in this form as of the end of the year, since the funds had been used and were no longer held as loans.

In the section on expenses and transactions, a contract for providing repayable assistance to LLC «Promoalt» for 356.4 thousand UAH (exceeding 50 subsistence minimums) was not indicated. At the same time, the gifting of property (which does not result in an expense for the donor) and certain other transactions that were not required to be reported as expenses were included.

The total amount of inaccurate information differing from the accurate data amounted to 12.54 million UAH (including 11 million UAH for the house, 176 thousand UAH for the leased plot, and 1.36 million UAH of unidentified income).

The NACP concluded that the actions of Oleksandr Pikulyk show signs of an offense under Part 2 of Article 366-2 of the Criminal Code of Ukraine (declaration of false information in an amount significantly exceeding the established threshold).
