Deputy Head of the Main Directorate of the National Police in Dnipropetrovsk Region, Yuriy Slukhayenko, purchased an apartment in Odesa using million-hryvnia social payments received from the Dnipro City Council.

Yuriy Slukhayenko took the position of Deputy Head of the Main Directorate of the National Police in Dnipropetrovsk Region in 2024. Prior to that, he worked for many years in a similar position at the Main Directorate of the National Police in Luhansk Region.

His wife, Tetyana Slukhayenko, until recently held the position of Head of Reporting and Accounting Department – Chief Accountant at the State Treasury Service of Ukraine in Luhansk. She resigned from this position at the end of 2025.

Their daughter, Anastasiya Slukhayenko, followed in her father’s footsteps: in 2022, after graduating from Luhansk State University of Internal Affairs, she began her career in law enforcement. The young woman became an investigator in the department for investigating crimes committed under conditions of armed conflict at the Investigative Directorate of the Main Directorate of the National Police in Luhansk Region. Currently, Slukhayenko Jr. works as an inspector in the department for organizing the activities of response groups at the Preventive Activities Directorate of the Main Directorate of the National Police in Luhansk Region.

Real estate

Until recently, Yuriy Slukhayenko did not own any real estate, but in April 2025, he finally purchased a home – an 84.7 sq. m apartment in Odesa costing over 2.3 million UAH. This property is co-owned by Yuriy Slukhayenko, his wife Tetyana, and their adult daughter Anastasiya.

Interestingly, in 2024, Yuriy Slukhayenko received social payments amounting to 2,361,839 UAH from the Department of Social Policy of the Dnipro City Council. This sum matches the cost of the new apartment in Odesa purchased by the family in 2025.

Since 2022, the Slukhayenko couple has been renting a 50.2 sq. m apartment in Dnipro, though Yuriy Slukhayenko did not declare any rental expenses. Presumably, the family continues to rent this housing, as they do not own any property in Dnipro. The reason why Slukhayenko decided to purchase an apartment specifically in Odesa, rather than in Dnipro, where he recently received a high-ranking position, remains unknown.

Since 2020, Yuriy Slukhayenko, his wife Tetiana, and daughter Anastasiya have been registered in a 50.8 sq. m apartment in the now-occupied city of Sievierodonetsk, Luhansk Region. The owner of this housing is the Main Directorate of the National Police in Luhansk Region. This is official housing that the Slukhayenko family used until the city was occupied by Russian forces in 2022.

Vehicles

Slukhayenko declares two modest vehicles:

  • CHEVROLET LACETTI 2008, purchased in the same year for 81,000 UAH;
  • semi-trailer PVA 1 2015, purchased in 2016 for 5,000 UAH.

Income and savings

For 2024, Yuriy Slukhayenko received 525,000 UAH in salary from the Main Directorate of the National Police in Luhansk Region (before transferring to the position of Deputy Head of the Main Directorate in Dnipropetrovsk Region), 415,000 UAH from the Main Directorate in Dnipropetrovsk Region, 70,000 UAH in interest from bank accounts, and several social payments:

  • 4,000 UAH in social payments from the Central Department of Social Protection of the Population of the Dnipro City Council;
  • 1,000 UAH in social payments from the Main Directorate of the National Police in Luhansk Region;
  • 2,361,839 UAH in social payments from the Department of Social Policy of the Dnipro City Council. As a reminder, it was with these funds that the Slukhaenko family purchased an apartment in Odesa in April 2025.

His wife, Tetyana Slukhayenko, for 2024 received 359,000 UAH in salary from the State Treasury Service of Ukraine in Luhansk, 4,000 UAH in social payments from the Central Department of Social Protection of the Population of the Dnipro City Council, and minor cashback from banks.

Despite such income, the Slukhaenko couple received 1,000 UAH each under the “Winter eSupport” program.

As of the end of 2024, Yuriy and Tetyana Slukhayenko had 400,000 UAH and 71,000 USD in cash – these funds were declared as joint property. Yuriy Slukhayenko’s personal savings were held in bank accounts, where he had over 3.3 million UAH (including the same 2,361,839 UAH in social payments received from the Dnipro City Council on an account at “Oschadbank,” which were used to purchase the apartment in Odesa in April 2025). Tetyana Slukhayenko had slightly more than 191,000 UAH in a bank account. The total savings of the couple at the end of 2024 amounted to almost 7 million UAH.

Anastasiya Slukhayenko for 2024 received 411,000 UAH in salary from the Main Directorate of the National Police in Luhansk Region, 4,000 UAH in social payments from the Central Department of Social Protection of the Population of the Dnipro City Council, 41,000 UAH in interest from bank accounts, and 1,000 UAH under the “Winter eSupport” program. In cash, Slukhayenko Jr. had 5,000 USD and 130,000 UAH, and in a bank account – 390,000 UAH (totaling over 735,000 UAH at the end of 2024).

By the way, Anastasiya Slukhayenko has not yet submitted a separate declaration on significant changes in property status, where she should have reported that in April 2025, she became a co-owner of the apartment in Odesa.
