"A house at the price of a smartphone": how the TSC administrator in Dnipro, Filippov, declares millions in his wife’s assets

Administrator of TSC № 1249 of the Regional Service Center of the Ministry of Internal Affairs in Dnipropetrovsk and Zaporizhzhya regions, Stanislav Filippov, registers property worth millions of hryvnias in the name of his unemployed wife.

He started working at TSC № 1249 of the Ministry of Internal Affairs in 2019. In 2021, he briefly resigned but returned to work in this structure the following year. Prior to that, Stanislav Filippov held the position of inspector in the patrol police department. TSC № 1249, where Filippov works, is located in the city of Dnipro.

Filippov does not own any real estate himself. His unemployed wife, Inna Filippova, became the owner of three properties in February 2025: a residential house with an area of 137.5 sq. m and two land plots of 549 sq. m and 451 sq. m in Dnipro.

All this real estate belonging to the official’s wife is valued at ridiculously low amounts. According to his declaration, the residential house of Mrs. Filippova is worth 204,000 UAH, while the land plots are valued at 3,900 UAH (549 sq. m) and 3,300 UAH (451 sq. m). In reality, the value of real estate in Dnipro is hundreds of times higher.

In September 2025, Stanislav Filippov purchased a BMW X5 (2015) SUV for 685,000 UAH. His wife Inna became the owner of three vehicles last year:

- BMW M4 (2017), acquisition date – March 5, 2025, declared value – 348,000 UAH. Currently, such a model is sold for 1.6 million UAH, with some offers even reaching 2 million UAH;

- SEGWAY SNARLER AT6L quad bike (2025), acquisition date – August 15, 2025, declared value – 40,600 UAH. In reality, such a quad bike costs ten times more – 9,300 USD (407,000 UAH);

- BMW X1 (2021), acquisition date – October 18, 2025, declared value – 150,000 UAH. Today, such a car can cost nearly one and a half million hryvnias.

Last year, Filippov received:
- 461,000 UAH in salary
- 700,000 UAH from the sale of movable property
- a non-monetary gift worth 500,000 UAH from his wife

In the section on expenses and transactions, Stanislav Filippov indicated that on August 8, 2025, he received a certain vehicle as a gift and sold it on the same day. Most likely, he sold the car he received as a gift from his wife. At the same time, the sale price was 200,000 UAH higher than the declared value of this car as a gift.
