"LLC Irpin": how people of Tатарov and developer Karplyuk established control over the hero city

After the suspension of Irpin Mayor Oleksandr Markushyn at the beginning of 2025 and a series of personnel changes beneficial to the former mayor and local developer Volodymyr Karplyuk, his business partner became an associate of the Deputy Head of the OP Oleh Tatarov’s deputy.

In January 2025, the court suspended Irpin Mayor Oleksandr Markushyn from office as part of a case regarding his alleged illegal departure abroad in 2022. At that time, according to the investigation, he left via the «Shlyakh» system to purchase drones but visited his minor son’s birthday in Italy along the way. Volodymyr Karplyuk was also present at that birthday, who later became a witness in the case regarding Markushyn’s departure. The investigation of this case was handled by the State Bureau of Investigations, which, according to numerous media reports, continues to be the most oriented toward Oleh Tatarov among law enforcement agencies. After the suspicion was served, Markushyn was taken into custody, and the Irpin City Council appointed council secretary Anzhela Makeieva as acting mayor. Oleksandr Markushyn himself believes that the Deputy Head of the President’s Office directly influenced his suspension.

After the actual replacement of the city mayor, «personnel purges» also took place in the city council – some city council deputies who had previously opposed development decisions were recalled. This unblocked a number of projects being implemented in the city by Karplyuk’s structures and his business partners, so it should be considered that the change of city power was beneficial for this group of businessmen.

At the same time, immediately after the change of power in Irpin, a new partner appeared in Karplyuk’s company «BIC Blagobud» – businessman Nikola Mirto. The latter’s structure owns a large land plot in Pidhirtsi, near Kyiv. The plot had been idle for years, and now the right to develop it was obtained by «BIC Blagobud».

Nikola Mirto is an Italian who has long lived in Kyiv and is engaged in the restaurant business. Previously, Tatarov provided him with legal services, and later the relationship apparently became friendly. For example, in the declaration of the Deputy Head of the OP for 2021, it is stated that Mirto entrusted Tatarov’s ex-wife Tetyana to become the guardian of his son if necessary. Later, Mirto publicly defended Tatarov when he was accused of corruption. 

Interestingly, the Deputy Head of the OP’s interest in Irpin is longstanding. Several years ago, Bihus.Info already reported on how Tetyana Tatarova became the owner of an apartment in one of the residential complexes here. The residential complex became the cause of a dispute between two partners who were building it. And then the family of one of them transferred the apartment here to Tatarov, after which the dispute began to be resolved in his favor.

At the same time, lawyers from the law firm that Tatarov once founded relieved legal problems for Volodymyr Karplyuk himself in the past.
