Businessman Taras Pleshkov collaborates with associates of the traitor Medvedchuk and earns billions from state tenders for the military

While the state traitor Viktor Medvedchuk is settling in Russia and acquiring real estate and businesses there registered to his daughter, his people continue to profit from Ukraine’s budget. It turned out that the family of Taras Pleshkov, close to Putin’s godfather, has been involved for years in supplying low-quality goods to the Ukrainian army. In the material below, read about conversion centers, a canning plant, hunting grounds, and even a «stolen» military unit, which are connected to the Lviv businessmen Pleshkovs.

In February 2026, the State Bureau of Investigations uncovered a large-scale corruption scheme during the supply of food products to combat units of the Armed Forces of Ukraine in the Dnipropetrovsk region. The organizer of the scheme was the head of the food service of one of the military units, who received up to 50% kickbacks for facilitating underdeliveries to the military and accepting low-quality goods. During searches, cars, documents for elite real estate, branded clothing, shoes, and accessories worth over 8 million hryvnias were seized from him.

The chief of food supplies acted in collusion with the management of the Busk Canning Plant, which, according to expert data, had long been in the TOPs among suppliers of products to military units.

The co-founders of the Busk Canning Plant are Oleksandr Lapshyn, Olena Muranova, and Roman Solovey. According to registry data, the latter is a neighbor of Taras Pleshkov in a house in Lviv. In addition to neighborliness, Pleshkov and Solovey are closely linked by business interests.

Roman Solovey was a co-founder of LLC «Fin Trust Capital», which previously had the name «Keshap». In 2020, the investigation found that a conversion center operated in the Lviv region, which included a number of fictitious companies used for tax minimization, conversion of funds into cash, and money laundering of income obtained illegally. During a search in December 2020, among other things, the seal of the financial company «Keshap», tax invoices, and letters from this firm to the Lviv tax office were seized.

The same case also involves LLC «TOP Platinum», whose co-founders previously included Taras Pleshkov and Roman Solovey. They were joined by businessman Viktor Kryvun, who, according to media reports, worked in the tax service. Although Pleshkov, Solovey, and Kryvun left the management of «TOP Platinum», until the fall of 2024, its co-founder remained Mariya Kazmirchuk. She is a business partner of Kryvun through a clone enterprise – LLC «Platinum and K», and is registered on the same street as Pleshkov and Solovey.

In the materials of the court case regarding the organization of the conversion center in the Lviv region, it is stated that the location of LLC «Platinum and K» and LLC «TOP Platinum» is the same address. «Special attention deserves the fact that among the founders of the specified companies are persons who, according to the materials of the criminal proceedings attached to the petition for permission to conduct a search, are indicated as those who may be involved in the functioning of the «conversion center», - law enforcement officers note.

Thus, judging by the connections, members of the group that oversaw the activities of the conversion center with a total cash turnover of about 1.7 billion hryvnias per month, in the persons of Taras Pleshkov and Roman Solovey, were also involved in the scheme of enrichment through underdeliveries of goods from the Busk Canning Plant to military units.

The plant is not falling into the sight of law enforcement for the first time. From the court registry, it can be learned that during 2017-2019, the enterprise was a supplier of canned goods to one of the military units in Kyiv. The total amount of contracts amounted to over 70 million hryvnias. Expert conclusions on the supplied goods were fictitious, as in reality, expired canned goods were delivered to the military unit, and in insufficient quantities.

In April 2019, digestive disorders were detected in 57 servicemen, which were likely caused by the consumption of low-quality fish and meat products manufactured in violation of state standards.

During searches at the plant, among other things, the seal of LLC «Khust-Agro-Lan» was seized, which is headed by Roman Solovey, a neighbor and business partner of Taras Pleshkov, as well as two co-founders of the Busk Canning Plant – Olena Muranova and Oleksandr Lapshyn.

Roman Solovey and Viktor Kryvun, who, according to media reports, previously worked in the tax service, are also co-founders of LLC «Norver», which is engaged in grain trade. Their companion there until April 2023 was Tetyana Rybalko. She was also part of LLC «Oferta Plus» and LLC «Console Land» until February 2024. The latter was among the co-founders of LLC «Indi Global», which was involved in a criminal case regarding participation in a conversion center.

The firm was part of a group that facilitated tax evasion on an especially large scale totaling over 5 million hryvnias, and also established a scheme for converting non-cash funds into cash aimed at concealing the sources of funds.

By coincidence, a figure in this case is the former head of the analytical work department and maintenance of databases of the Department for Combating Money Laundering of Criminally Obtained Income of the State Fiscal Service, Stanislav Khudar. In particular, he declared financial obligations to one of the conversion center’s firms in the amount of 2 800 000 hryvnias. The investigation found that the firm did not provide these funds to the state servant, and their declaration was fictitious.

In fact, this is already the second conversion center linked to Taras Pleshkov and his business partners.

According to registry data, Taras Pleshkov was previously an assistant to People’s Deputy Mykhaylo Dobkin. His father’s wife, Lyubov Honcharova, confirmed this fact at a session of the Lviv Regional Council.

The Pleshkov family has been linked to odious "Party of Regions" members for over 20 years. Taras Pleshkov’s father, Oleh, together with his wife Lyubov Honcharova, are long-term founders of the Nadbuzhzhia Hunting Farm. Since the early 2000s, it has been renting 11 thousand hectares of hunting grounds in the Lviv region. The local press called this place «Medvedchuk’s dacha».

Since the beginning of hostilities in Donbas and the annexation of Crimea, the enterprise was twice denied lease extension. So in 2023, the schemers created a new firm – «Verkhivya Bugu», which applied to the regional council for a lease of the specified lands. One of the co-founders of the new company turned out to be the husband of Oleh Pleshkov’s sister – Oleh Ivantsiv. At the regional council session, the «schemer»s were exposed, so they failed to get the coveted piece of Lviv land again.

Another co-founder of «Verkhivya Bugu» is Viktor Harbuz. He is also a member of the management of LLC «U.G.U.». In July 2025, the Lviv court ordered this firm to return illegally privatized military warehouses with a total area of 1200 square meters. The value of the «stolen» state warehouses is estimated at 24 million hryvnias.

Back in 2005, MP Yaroslav Kendzior published a list of firms affiliated with Serhiy Medvedchuk – the brother of state traitor Viktor Medvedchuk, who was actively operating in the Lviv region. According to Kendzior, he received the information from sources in the tax authorities, who confirm the use of the firms for tax evasion.

The list included six companies of Oleh Pleshkov, including the mentioned Nadbuzhzhia hunting farm.

Oleh Pleshkov is the founder of three companies named «Nadbuzhzhia». One of them is the public formation «Sports and Hunting Club» «Nadbuzhzhia». According to registry data, it is now part of the group of entrepreneur, developer, and co-owner of «VAM» shopping centers Andriy Kharchak. He is also a business partner of the former deputy head of Lviv Regional State Administration for preparations for "Euro-2012" Volodymyr Hubitskyi. It is worth recalling that the key curator of "Euro-2012" in Ukraine was the odious "Party of Regions" member Borys Kolesnykov.

Together with Oleh Pleshkov, the co-founder of the public organization «Sports and Hunting Club Nadbuzhzhia» is the head of the Lviv city organization of SDPU(u) Ihor Hayduchok. According to registry data, Medvedchuk’s organization continues to operate to this day.

The entire scheme of the described connections makes it clear that Putin’s godfather’s people continue to influence Ukraine’s economy and parasitize on public procurement. The systematic supply of expired goods from the Busk Canning Plant to the Armed Forces of Ukraine military units is vivid proof of this. In 2025 alone, the enterprise won tenders worth 10 billion hryvnias.

And while the Armed Forces of Ukraine have been holding back Russia’s full-scale invasion for the fifth year, the family of Taras Pleshkov continues to cooperate with those who «poison» Ukrainian soldiers with low-quality goods and without any remorse does business with Kremlin henchmen.
