An old car and about a million in income — this is how the chief state sanitary doctor of Ivano-Frankivsk region Ruslan Savchuk appears in his declaration. But look at his family — wife and children — and another picture emerges: over 2.6 million UAH in annual income, a business with government contracts worth about 5.3 million UAH, a house almost 250 m², land plots, a 2023 Tesla, as well as a story with repairs where after canceling a tender for 2.95 million UAH, they signed a contract for already 3.56 million UAH without competition. And the million-dollar incomes and family business in the disinfection sector under his control create obvious corruption risks.

The story of Ruslan Savchuk, general director of the State Institution "Ivano-Frankivsk Regional Center for Disease Control and Prevention of the Ministry of Health of Ukraine" — is not about loud arrests, searches, or criminal cases. It is much more interesting.

This is a story about a system that looks legal but works too smoothly to be accidental. Such cases do not cause instant resonance or go viral. But it is they that form the real architecture of local bureaucracy — quiet, stable, and almost invisible.
"Modest" declarant and the family’s real millions
On paper Ruslan Savchuk is almost exemplary: in 2025, he receives about 928,843 UAH in salary, over 80 thousand UAH in pension and other minor payments. In total, just over 1 million UAH per year.

This could have been the end of it, if the real financial picture did not start with another surname — Liliya Savchuk.
It is the wife who has the key family assets registered: a residential house in Pidpechary with an area of 249.9 m², at least six land plots with a total area of over 5,400 m²,

a residential house 249 m² , cash 18,000 dollars, as well as a 2023 Tesla Model 3 purchased in 2024 during the full-scale invasion for 778 thousand UAH.

In 2025, LLC "Preventive Disinfection, Disinsection, Deratization" brings her 1,775,687 UAH in income,

another 845,115 UAH she receives as an individual entrepreneur and 122,543 UAH as salary at Ivano-Frankivsk National Medical University and again minor payments. Thus, the key source is business and other incomes, which together form over 2.6 million UAH.
The official’s son Arsen Savchuk deserves special attention. In 2025, he became the founder of the charitable foundation "Code M", which seems like a positive initiative in itself.

In addition to helping the military, the charitable foundation "Code M" donated a Ford Transit brought from Germany back in 2025 (just after it was founded) to the Ivano-Frankivsk Regional Center for Disease Control and Prevention, headed by the founder’s father Ruslan Savchuk. Humanitarian initiative or possible conflict of interest?

And in open data, details emerge that raise questions. In particular, in the GetContact service, Arsen appears under quite telling tags: "Arsen Tesla", "Honda Arsen Iv.Frankivsk", "Arsen (Lili tax)". Such tags may indicate possible ownership of vehicles. However, Ruslan Savchuk’s declarations contain no information about cars belonging to his son or used by him.
Another family member — daughter Ilona Savchuk, has been working as an ophthalmologist at a communal non-commercial enterprise — the Ivano-Frankivsk Regional Clinical Hospital of the Ivano-Frankivsk Regional Council since 2024. At the same time, in 2023, she received payments related to a business trip funded by grant funds from Ivano-Frankivsk National Medical University.
Ilona Savchuk also owns real estate. In particular, she owns a land plot next to the Ozon Village cottage town.

At the same time, this territory looks quite "empty" in public cartographic services — no construction or active use is shown there. In addition, Ilona has an apartment in Ivano-Frankivsk.

How budget contracts build the Savchuk family’s wealth
However, the main thing here is not even the money, but its source, from which these assets are accumulated. Liliya Savchuk’s company — LLC "Preventive Disinfection, Disinsection, Deratization" — receives about 5.3 million UAH in government contracts, and a significant part of the contracts are concluded without auctions.

The State Institution "Ivano-Frankivsk Oblast Center for Disease Control and Prevention of the Ministry of Health of Ukraine", headed by Ruslan Savchuk, also found itself at the center of a quite telling story with the procurement of repair works.
In September 2024, the institution announced open tenders for the repair of the roof of one of the departments. The procedure provided for an auction, but only one participant took part in it — an individual entrepreneur who offered to carry out the works for 2.95 million UAH.
It seemed like a standard situation for low-competition procurements. However, the next day after determining the winner, the customer unexpectedly declared a violation — and canceled the tender altogether.

However, the story did not end there. Already in December 2024, the works were ordered again — but this time without any auction. The contract was concluded directly with the private enterprise "PROMBUDSERVICE-KOSIV". Notably, after such a "relaunch" of the procurement, the cost of the works increased by more than 600 thousand UAH — to 3.56 million UAH.

By the way, the protocol of cancellation of the tenders was signed by the head of the legal support department Savchuk Vita Ihorivna, whether a family member or just a namesake – unknown.

However, quite logical questions arise here: why was the tender canceled right after determining the winner? Why after canceling the open procedure did they choose direct procurement without competition? And most importantly — why as a result of these actions did the price increase rather than decrease?
Thus, despite Ruslan Savchuk’s formally modest income, sufficiently large assets and financial resources are concentrated in his family. His wife’s business receives government contracts, and in the institution under his leadership, procurements take place with signs of lack of competition and increased cost of works. And all together, this creates reasonable grounds to talk about a possible conflict of interest and raises doubts about the transparency of the use of budget funds.
