ESBU exposed a scheme to evade anti-dumping duties worth 9.8 million hryvnias through falsification of goods origin

In Ukraine, a scheme to evade anti-dumping duties was uncovered, which caused losses to the state of 9.8 million UAH. Its essence consisted in falsifying the country of origin of the goods, which allowed avoiding the payment of duties and VAT.

The director of the Bureau of Economic Security (ESBU) Oleksandr Tsyvinskyi reported this. He noted: the exposure of the scheme made it possible to block the implementation of similar schemes in the future.

According to him, after ESBU detectives documented the entire mechanism of bypassing anti-dumping measures and the investigation materials were transferred to the Ministry of Economy, the Interagency Commission on International Trade decided to expand anti-dumping measures. In particular, they are now applied:

• To imports from China and Malaysia.
• In cases where the origin of the goods is not confirmed.

In general, Tsyvinskyi said, to implement the scheme, the female offender organized the illegal import of metal products using forged documents. Thus:

• According to the papers, the goods were brought from Malaysia.
• In fact, they had a different origin, hidden from customs.

"This allowed avoiding the payment of anti-dumping duties and VAT. The customs broker, who did not know about the forgery, cleared the import based on unreliable data, which legalized the scheme of evading payments", – the message states.
