In Lviv, the operator of the "Oberih" system was sentenced for removing more than 30 people from military records
The Shevchenkivskyi District Court of Lviv sentenced soldier Pavlo Tereshchenko, who, while holding a position in the mobilization department, made unauthorized changes to the Unified State Register of Military Obligors in the AITS «Oberih» system.
From the materials of case No. 466/2409/26, it follows that Pavlo Tymofiyovych Tereshchenko worked as an operator in the mobilization department. From September to November 2024, at his workplace, he repeatedly entered unreliable information into the electronic cards of military obligors.
Scheme of «clearing» the registry
According to the verdict, the accused abused his official position by changing the status of persons subject to mobilization conscription.
The case recorded more than 30 such instances. Each time, Tereshchenko used the same algorithm of actions:
-
Selected the military oblgor’s card.
-
Added fictional information about the person undergoing military service.
-
Changed the status from «subject to conscription» to «conscripted/accepted for service».
-
Transferred the data to the «file of those removed from military registration».
No official documents justifying such changes were received by the mobilization department, and the specified persons were not actually conscripted. Thus, the men disappeared from the sight of mobilization authorities.
Position of the accused and court decision
During the court hearing, Pavlo Tereshchenko fully admitted his guilt, sincerely repented, and confirmed all circumstances of his actions.
The court found him guilty under Part 1 and Part 3 of Art. 362 of the Criminal Code of Ukraine (unauthorized change of information in automated systems, committed repeatedly by a person with access to it).
Court verdict:
-
3 years of imprisonment with a ban on holding positions related to work in the «Oberih» system for 1 year.
-
However, the court imposed a conditional sentence with a probation period of 2 years, releasing him from actual serving.
The convicted person is obliged to regularly appear for registration with probation authorities and notify of any change of residence.
