Million-dollar gifts, inheritance, and a restaurant: how the family of former ARMA official Petrov got rich during the war
Investigator of the Pechersk District Department of the Main Directorate of the National Police in Kyiv (as she herself wrote in the declaration) Anastasiya Petrova received a gift of 4.791 million UAH in 2025. And her husband – serviceman Stanislav Petrov – last year acquired a land plot for 4.912 million UAH, and also – 3 residential houses and 1 unfinished one, a restaurant (50%), a watercraft, and another land plot, the cost of which he did not indicate in the declaration.
On one hand, one could say, so what, he’s a serviceman, maybe he was on "zero" for years defending the country, and that’s how he accumulated it. But on the other hand, in October 2025, Petrov submitted a declaration upon dismissal from the National Agency for the Detection, Search, and Management of Assets Obtained from Corruption and Other Crimes (ARMA), where he was deputy head for digital development, digital transformations, and digitalization.
The declaration was submitted on October 22. And in the annual declaration for the previous year, Petrov stated that, for example:
- ownership of two houses at 136.5 and 117.6 "square meters" he received on November 25;
- for the restaurant – November 20.
The rest of the property acquired in 2025 was registered to him from March to August. That is, a few months before Petrov left ARMA.
OBOZ.UA found out what else Petrov owns, what his wife has, how much they earn, what is registered to relatives. It also tells about the scandal with the apartment in Vienna and how the investigator is listed in phones.

Big real estate owner
In total, Petrov’s declaration lists 16 real estate objects. Of which:
- 10 he owns individually;
- 2 jointly with other people (including family members);
- 4 belong to his wife Anastasiya.
In addition to what was acquired in 2025, Petrov owns an apartment in Kyiv of 92.7 sq.m, the ownership of which he received back on December 16, 2011, for 383,139 UAH at that time. According to the National Bank of Ukraine, the official dollar exchange rate in Ukraine on that day was 7.98 UAH. As of April 15, 2026, it has been updated to 43.5 UAH. That is:
- in terms of the US currency, in December 2011 Petrov bought the apartment for 48,012 USD;
- now this amount equals 2.088 million UAH. Almost half of the wife’s gift.
In addition, he owns a house of 148.7 sq.m – since 2017. And also:
- land plots of 164 and 427 sq.m – since 2015;
- land plot of 1,798 sq.m – since 2014;
- apartment of 165 sq.m (joint ownership) – since 2015.
The cost of these objects is not indicated.
Petrov has only one car. And he bought it quite recently – in October 2024. It was a Toyota Highlander Hybrid 2024 model year for 2.592 million UAH.
Big inheritance
In the property acquired by Petrov in 2025, besides the number of objects, what catches attention is that most often their cost is not indicated. However, surprisingly, the former ARMA top official seems to violate nothing here. The thing is that:
- According to the declaration, most of this property he received as inheritance.
- According to information from the Main Directorate of the State Tax Service in Kharkiv Region, "in case of inheritance of any inheritable property taxed at a zero rate, the appraised value of such property for taxation purposes is not determined."
Nevertheless, the huge sums that Ukrainian officials have recently found in the garages of deceased grandmothers make one skeptical about such inheritance.
In addition, skepticism arises due to Petrov’s status. After all, on one hand, it would be logical to assume that a relative died who actually owned what the former official inherited. But on the other – the practice of politicians, officials, and various public servants registering their own property to relatives does not allow accepting this version as true – and makes one wonder if Petrov actually inherited his own property. Cynically, but so to speak, whose fault is it that you have such a reputation.
How much money the once big official has
Petrov received a lot of money last year. In total, 18.608 million UAH. Of which:
- 1.38 million UAH was salary at ARMA.
And it seems that in 2025 they started paying him more. Because if we assume that the specified amount was received for full 9 months of work (the dismissal declaration was submitted for the period from January 1 to October 1, but in it the salary was "only" 1.079 million UAH), it turns out that he was paid about 153.3 thousand UAH per month. For the full 2024 year, his salary was 1.48 million UAH – or about 123.6 thousand UAH. Almost 30 thousand UAH less.
- 16.6 million UAH was income from the alienation of real estate.
- For other alienation of real estate, Petrov received 415 thousand UAH.
- 207.5 thousand UAH came from military service.
In cash, Petrov keeps 280 thousand USD and 40 thousand EUR. Another 149 thousand UAH is held by the former official in "Oschadbank."
"Bag of money" of the investigator
His wife Anastasiya also has plenty of real estate. According to the declaration, she owns:
- Land plots of 1,579 and 1,214 sq.m – since 2016, which she got for 5.8 and 7.3 thousand UAH respectively.
- Non-residential premises of 2.6 sq.m for 57.2 thousand UAH – since 2023.
- Apartment in Kyiv of 82.7 sq.m for 3.052 million UAH – since 2018.
She acquired ownership of it on December 27. The official dollar rate then was 27.26 UAH, so the apartment cost 111.98 thousand USD. Which now amounts to 4.871 million UAH.
Anastasiya has two cars. They are:
- Mercedes-Benz A 180 2016 model year for over 1 million UAH, which she has been driving since 2018.
- Mercedes-Benz GLE 300d 2024 model year for 4.193 million UAH.
Anastasiya got this car in November 2024 – less than a month after Petrov bought his new Toyota Highlander Hybrid 2024 model year for 2.592 million UAH.
Petrova earned a lot last year – a total of 5.263 million UAH. Of which 4.791 million UAH were funds gifted by some Alla Kolesnikova.
She is known as Anastasiya’s relative. However, where did she get such money from?
According to YouControl, Kolesnikova is one of the beneficiaries of LLC "SAT’95". This company is over 30 years old and is engaged in restaurant business. However, how successfully is an open question – because, according to analysts, this "legal entity has not submitted financial reports to tax authorities and/or statistics authorities for the last five years."
In addition, Kolesnikova had a sole proprietorship engaged in construction, but it was closed at the end of 2014. Therefore, it is difficult to say where she got the opportunity to gift her relative almost 5 million UAH.
At the same time, at the Main Directorate of the National Police in Kyiv, Anastasiya earned 200.3 thousand UAH last year. In the United Assault Brigade of the National Police "Lyut" – 37.275 thousand UAH. Another 224.113 thousand UAH were received as insurance payments. And almost 11 thousand – as a guarantee amount from "Automobile House UkrAuto Ukraine."
In cash, Anastasiya holds 80 thousand USD right away.
Daughter of a deputy
Anastasiya Petrova was not always Petrova. Last year, she submitted a candidate declaration for inspector (platoon, company, battalion, regiment) of the United Assault Brigade of the National Police "Lyut," being Helzina (remember this surname). And before that, she was Kovtun. That is, she got married – divorced – got married again.
The surname Kovtun is not simple. The thing is that one Oleksandr Kovtun, who is most likely Anastasiya’s father, is a deputy of the Mykolaiv City Council, who for several years has not declared anything significant except:
- an apartment in Mykolaiv of 43.4 sq.m, which in 2020 he got for 340.4 sq.m;
- 6 thousand USD in cash.
Such a "poor" deputy.
Scandalous apartment in Vienna
Anastasiya became known throughout the country in the summer of 2025. That’s when she also "glorified" Petrov.
"One of the deputy heads of ARMA Petrov indicated his cohabitant in the declaration but forgot to mention her elite property," – such headlines appeared in materials. They said that:
- Stanislav Petrov did not declare Anastasiya Helzina’s apartment in one of the most prestigious and expensive locations in Vienna – the 19th district.
- From time to time, Anastasiya rents out this real estate.
Appropriate screenshots were attached to the publications, where Anastasiya Helzina in the summer of 2022 – that is, already after the start of the full-scale war – in Russian and with errors published an ad for renting real estate in Vienna. She asked 1.5 thousand EUR for it.

"In addition, as it turned out, Petrov did not publicly tell about his civil wife applying multiple times for various positions in law enforcement agencies," – it was stated in the material.

Now, recall, Anastasiya, according to her, is an investigator of the Pechersk District Department of the Main Directorate of the National Police in Kyiv. In any case, that’s what she wrote in her declaration. And if you enter her number into the Getcontact service, among various entries like "Nastya Boho," "Nastya Mers," the attention-grabbing ones are "Kovtun Nastya Investigator" and "Com Policewoman." She achieved her goal after all.

And when "the job was done," Anastasiya closed her declarations. For example, the last one was available just a few days ago via this link.

Formally, there is nothing illegal about it. After all, as NGL.media previously reported, "if, for example, your husband, brother, son, or daughter serves in the army, and you work as a judge in a peaceful city – your declaration may be hidden."
At the same time, it is emphasized: closing access to declarations – not only starting from 2022, but also all those submitted earlier – does not happen automatically, but after a corresponding request from the head of the government authority. At the same time, as stated, no check of the validity of grounds for removing declarations is conducted, because NACP "only checks compliance with formal requirements."
Meanwhile, the now serviceman Petrov himself did not hide his declarations. Which makes Anastasiya’s decision maximally strange – what kind of sensitive information did the investigator decide to restrict public access to, if the serviceman himself hides nothing (or pretends to)?
Journalists also asked Petrov about this.
Who, by the way, has a brother – Oleksiy. Previously, he was the director of SE "Spetstekhnoeksport." He was dismissed from there after a corruption scandal – in October 2024, media published information that the enterprise overpaid tens of millions of euros for weapons that were not supplied on time.
However, Petrov was dismissed slowly. Information about this appeared in April, and even in March, the executive director of the Anti-Corruption Action Center (AC) Darya Kalenyuk stated that half a year after the scandal, Petrov was still in position.
At the same time, she told that the Petrov family owns an elite hotel in the resort of Bukovel. And emphasized – to describe even the key property owned by the Petrov family, "a separate detailed material is needed."
Oleksiy Petrov himself became known throughout the country back when he worked at the SSU – in 2019. Then Vihus.info journalists found out that during his service he privatized a service 4-room apartment of over 170 square meters in the center of Kyiv.
