‘A Union of Nations at War’: Kyrylo Budanov has called on the US to establish a new security framework with Ukraine

OP Head Kyrylo Budanov stated during his speech at the McCain Institute’s Sedona Forum that the strength of the United States is directly linked to their alliance with Ukraine and their ability to respond to global security challenges.

"America’s strength lies in the future union with Ukraine, the union of Fighting Nations," he emphasized, addressing the American audience.

In his speech, Budanov emphasized that the war against Russia has already gone beyond a regional conflict. According to him, an axis of Russia – Iran – North Korea is forming, which poses a challenge to global security and American leadership.

"This is no longer a regional issue, but a challenge to American leadership and global security in the world," he noted.

Budanov stressed that in these conditions, the role of the United States remains critical, as Russia will not stop at Ukraine.

At the same time, he thanked for the support that "has strengthened our defense and saved the lives of our people," and emphasized the need to continue it.

The head of the OP also dwelt separately on sanctions policy. He stressed that restrictions against Russia are yielding results, but they need to be tightened.

"Sanctions are working; they need to be strengthened. Easing sanctions will only delay the collapse of the Russian economy and the end of the war," Budanov stated.

He also emphasized the need for clear security guarantees for Ukraine. According to him, this involves legally binding mechanisms that stipulate that an attack on Ukraine should be considered an attack on allies.

Budanov stressed that Ukraine seeks to end the war through diplomatic means.

"The desire for peace is common sense, not a sign of weakness," he noted, adding that Kyiv supports humanitarian initiatives, including prisoner exchanges.

He separately warned against Russia’s attempts to use short-term ceasefires for its own interests.

"We do not want any ceasefire to become a tactical deception by the Russian Federation," Budanov emphasized.
