KPMG auditors in NSSMC member Yuriy Shapoval detected a conflict of interest: his wife holds a leadership position in one of the largest market participants — in the NBU.

However, during the analysis, the auditors missed several significant facts that violate certain criteria of integrity and transparency and indicate the existence of an additional conflict of interest.

On May 09, 2025, the daughter of the NSSMC member — Anna Yuryivna — was recognized as the winner of the selection for the vacant position of chief specialist of the department of judicial and legal work of the department of legal support and internal compliance control, which is under the father’s control. This is a potential conflict of interest and poses reputational risks to the Commission itself, although market participants are no longer surprised by such facts.

On April 17, 2013, Shapoval becomes the owner of a non-residential premises in the city of Alushta. The war begins, Crimea is annexed by the enemy. Yuriy Shapoval decides not to take risks and in 2019 sells his Crimean real estate. The deal takes place under Russian legislation.
But if you analyze Yuriy Ivanovych’s property status for 2019–2024 — it can be established that the real estate in Crimea is still reflected in his declaration.

And all because during the special check, Shapoval was found to have an illegal deal for the sale of real estate and payment of taxes in the RF.

Avoiding criminal liability, Yuriy Shapoval fictitiously «returned the real estate» to ownership, thereby allegedly hiding the sale of the property.

By the way, the Black Sea is the «weak spot» of member Shapoval, so in 2023 he invested funds in apartments in Bulgaria.
