Taxes on parcels and sole proprietors: IMF heads to Ukraine to check tax base expansion
IMF mission will head to Ukraine in the coming weeks to assess compliance with the conditions of the $8.1 billion credit program.

In the coming weeks, an IMF mission will visit Ukraine to check the implementation of reforms and expansion of the tax base under the new $8.1 billion credit program approved in February; a formal review is scheduled for June.
As IMF representative Julie Kozack noted, Ukraine needs to attract more domestic funds to cover «very significant» needs beyond external aid since 2022. The authorities are obliged to expand the tax base and bring part of the shadow economy — estimated at about 45% of GDP — into the official sector.
At the same time, as the publication emphasizes, Ukraine is struggling to advance IMF-agreed bills on taxing low-value foreign parcels and introducing VAT for self-employed individuals (FOPs).
