Former head of Donetsk MSEC Olena Ukrainska sentenced to 5 years for $5,000 bribe

The Khmelnytskyi City District Court found the head of the Donetsk Regional MSEC No. 2, Olena Ukrainska, guilty of bribery. The official took 5 thousand dollars for assigning a man a disability of group III. The court sentenced her to five years’ imprisonment with confiscation of property.

Due to redeployment, the Donetsk Regional MSEC No. 2 operated in Khmelnytskyi. According to the investigation, in August 2024, a man approached the head of the commission who wanted to obtain disability status. During the consultation, she hinted at a bribe by showing three fingers. Later, the demand increased to 5 thousand dollars.

Law enforcement established that on December 2, 2024, Ukrainska agreed to assist the applicant in quickly passing the MSEC and processing documents for disability group III. In particular, this involved signing the examination report and issuing a certificate without the signatures of other commission members.

The man reported to law enforcement and subsequently acted under their control. On December 16, 2024, he transferred the money through the senior nurse of the commission. After that, law enforcement exposed her.

In court, Olena Ukrainska denied her guilt. However, she confirmed that she consulted the applicant, coordinated the consideration of his documents, and signed the decision to establish a third-group disability for one year.

The witness in the case stated that he contacted the police after the bribe demand. According to him, the official agreed to 5 thousand dollars for accelerating the disability registration, as he feared mobilization.

Judge Valeriy Slobodyan found Ukrainska guilty under Part 3 of Article 368 of the Criminal Code of Ukraine and sentenced her to 5 years of imprisonment with confiscation of all property except housing. In addition, she is prohibited from holding managerial positions for two years. The sentence can be appealed in the appellate court.
