The NACP detected inaccurate information worth UAH 670 thousand in the declaration of Poltava deputy Belashov

The National Agency on Corruption Prevention has reviewed the 2024 asset declaration of Serhiy Belashov, a deputy of the Poltava Regional Council. As a result, the NACP identified inaccurate data worth 670,000 UAH.

This is stated in the agency’s certificate following the full review of the declaration, which ran from December 1, 2025, to April 16, 2026.

In particular, the deputy failed to declare income of 300,000 UAH from the sale of a BMW X5 in June 2024. According to the NACP, the sale is confirmed by the purchase agreement and the handover certificate.

The review also found violations in the transactions section: Belashov did not disclose a loan agreement for 370,000 UAH and a revolving financial assistance agreement for 1.65 million UAH.

In addition, due to the lack of supporting documents, the NACP was unable to verify part of the deputy’s assets, including a residential house of 87.9 m² in Poltava, land plots, and Audi Q2 and Hyundai i20 vehicles.

The agency’s conclusion notes signs of an administrative offense under Part 4 of Article 172-6 of the Code of Ukraine on Administrative Offenses — submission of knowingly false information in a declaration.

In early May, the deputy submitted a corrected declaration.

Recall that Serhiy Belashov was suspected in a case involving irregularities in gas procurement for Ukrzaliznytsia. Law enforcement investigated possible losses to the state budget of 206 million UAH due to violations of the procurement procedure.

Who is Serhiy Belashov

According to data from the Chesno movement and YouControl, Serhiy Belashov previously worked at the tax service and is now an entrepreneur, a deputy of the Poltava Regional Council, head of the VO “Batkivshchyna” faction, a gas trader, and a co-owner of Ukrainian Capital Bank. His wife, Liliana Belashova, is a former deputy of the Poltava City Council from the “Conscience of Ukraine” party and owner of gas companies. Both are co-owners of Ukrainian Capital Bank.
