SSU, SBI and National Police uncovered four new schemes for evading mobilization: among the detainees are unit commanders

Military counterintelligence of the Security Service, SBI and National Police uncovered four new schemes of evasion from military service and mobilization. 

This is stated in the SSU press center.

As a result of comprehensive measures, the organizers of the schemes were detained, who transferred military personnel to “rear” positions or helped draft evaders avoid conscription through forged documentation.

Thus, in Chernihiv region, the commander of a military unit was exposed, who for money transferred mobilized personnel from combat units to the Chernihiv garrison.

It was documented how the suspect registered three servicemen as “rear personnel” and “earned” almost 2 million hryvnias from them.

In Zhytomyr region, the commander of one of the Armed Forces brigades was detained, who employed acquaintances and relatives in his unit. At the same time, the “mobilized” individuals did not actually perform military service duties, did not appear in the units, and stayed at their actual places of residence.

For this, the official took the bank cards of his “subordinates” and appropriated their salaries. In this way, he “earned” 370 thousand hryvnias.

In Khmelnytskyi region, the deputy commander of the Armed Forces training center was notified of suspicion, who for bribes of 5 thousand US dollars transferred mobilized personnel to rear military units.

To do this, the suspect promised to write recommendation letters and influence acquainted commanders of military units.

In Lviv region, a contract serviceman of the border detachment was caught red-handed, who for 16 thousand US dollars offered draft evaders “removal” from military registration.

To commit the crime, he involved acquainted officials of the Territorial Recruitment Centers, who for money groundlessly registered conscripts as unfit for service due to health reasons. 

Currently, the suspects have been notified of suspicion in accordance with the crimes committed under several articles of the Criminal Code of Ukraine:

• Part 5 of Art. 27, Part 4 of Art. 191 (aiding in the misappropriation, embezzlement of property or taking possession of it by abuse of official position under martial law);
• Part 2 of Art. 28, Part 3 of Art. 369-2 (abuse of influence, committed by a group of persons by prior conspiracy);
• Part 5 of Art. 27, Part 2 of Art. 364 (abuse of power or official position);
• Part 4 of Art. 409 (evasion of military service by self-mutilation or other means, committed under martial law).

The investigation is ongoing. The perpetrators face up to 10 years in prison.

The comprehensive measures were carried out under the procedural guidance of the Desnianska Specialized Prosecutor’s Office in the field of defense of the Central Region, the Zhytomyr Specialized Prosecutor’s Office in the field of defense of the Central Region, the Khmelnytskyi Specialized Prosecutor’s Office in the field of defense of the Western Region, and the Lviv Prosecutor’s Office in the field of defense of the Western Region.
