1% discount: Kyivpastrans has reduced the value of the controversial trolleybus contract following media reports
In January, "Our Money" reported that Kyiv would buy new trolleybuses for 306 million UAH. We analyzed the purchases of these trolleybuses from the Turkish manufacturer during the war and saw that previously other customers in Ukraine had bought them much cheaper. The price of "Kyivpastrans" in dollar equivalent turned out to be significantly higher than previous purchases in Chernivtsi.

After the publication of that news, the State Audit Service conducted monitoring of this procurement in February. It turned out that when forming the expected price, the customer "Kyivpastrans" also had a commercial offer from the future winner "Politekhnoservis" in the amount of 18,968,880 UAH per trolleybus. This was 171,200 UAH cheaper than what the company later offered at the tender — 19,140,000.
Accordingly, the auditors calculated that the customer could thus overspend 2,737,920 UAH for all the trolleybuses. Accordingly, on March 3, "Kyivpastrans" signed an additional agreement with "Politekhnoservis" to reduce the contract amount by 2.7 million UAH without changing the number of trolleybuses, exactly to the price that the company had submitted in its commercial proposal.
