Europe has reduced financial assistance to Ukraine, but maintains a high level of military support, — Kiel Institute

Since the beginning of 2026, Europe has significantly reduced financial and humanitarian aid to Ukraine, while military support has remained at the previous level. Such data is provided in a new report by the Kiel Institute for the World Economy.

According to the study, in January–April, European countries allocated an average of about 500 million euros per month for financial and humanitarian support. This is less than one-fifth of the average volume in 2025. The main reason was the lack of new large-scale funding programs from the EU.

The largest aid package during this period was provided by Japan — 1.1 billion euros under the ERA credit mechanism, secured by revenues from frozen Russian assets.

At the same time, military aid remains at a high level. In January–April, European countries directed an average of about 2 billion euros per month to it. This is slightly below the 2025 figures but significantly exceeds the levels of 2022–2024.

The largest donor of military aid in March–April was Germany, which allocated 4.2 billion euros, mainly for air defence systems and drones. The United Kingdom provided 1.3 billion euros, Norway — another 600 million euros.

The authors of the report also note a sharp increase in aid related to drones. The United Kingdom announced the supply of at least 120 thousand drones — this is the largest such commitment within one package. Germany and Norway allocated approximately 500 million euros each for the purchase of drones, the Netherlands — about 250 million euros.
