Drug case, Russian passports and closed proceedings: details of searches at Kyivstar top manager Viktoriya Kyrylenko

On August 14, 2025, the Desnianskyi District Court of Kyiv in case No. 754/13204/25 (proceeding No. 1-кс/754/2803/25) granted the investigators’ motion and allowed a search at the place of actual residence of Kyivstar top manager Victoriya Kyrylenko. The decision was made by investigating judge Taras Salaychuk within criminal proceeding No. 12024100030001232 dated October 29, 2024, writes Sheptun UA.

The case materials refer to Part 1 of Article 263, Part 2 of Article 309, Parts 1 and 2 of Article 307, Part 2 of Article 310, and Part 3 of Article 311 of the Criminal Code of Ukraine. According to the investigation, the case involves a group of persons who may have been involved in the illegal circulation of narcotic drugs, psychotropic substances, and precursors.

The documents mention Victoriya Kyrylenko and Serhiy Pyatkov, who was previously convicted of drug-related crimes. The investigation relied on operational data, witness statements, and the results of documentation. The materials contain information about the possible storage and sale of amphetamine, cannabis, MDMA, and hallucinogenic mushrooms, as well as data on clients, methods of transferring prohibited substances, and the use of postal shipments.

On August 25, 2025, law enforcement officers conducted an authorized search of a house in the Obukhiv district of Kyiv region, where Kyrylenko and Pyatkov lived. According to available data, prohibited psychotropic substances in large quantities were discovered and seized during the search. By that time, the investigation already had materials from operational development, witness statements, expert examination results, records of investigative actions, and a court warrant for the search.

However, the subsequent fate of the case turned out to be unexpected. The materials were separated into a separate proceeding, after which the criminal case was closed within a few weeks. Among the possible reasons cited were the absence of video recording due to a discharged camera, as well as the version that the substances found may have belonged to previous residents of the house.

The materials also mention police body cameras with numbers 858367 and 859668. Information on whether recordings from these devices were used in the investigation has not been made public.

The case has gained additional resonance due to information that members of Victoriya Kyrylenko’s family obtained Russian passports in the annexed Crimea. At the same time, Kyrylenko herself continues to hold a senior position at Ukraine’s largest telecom operator.

Kyrylenko’s interests are represented by the law firm DelaVega. A number of publications have linked this legal firm to other high-profile political and corruption cases. The investigation materials also mention the head of the Investigative Department of the Main Directorate of the National Police in Kyiv, Serhiy Radyhin, and former head of the Desnianska District Prosecutor’s Office, Kyrylo Chaplyhin, who are credited with influencing procedural decisions in the case.
