ESBU exposed an enterprise in Vinnytsia region for evading payment of UAH 61 million in taxes and USC

A company with Russian traces in its ownership structure evaded paying over UAH 61 million in taxes and unified social contribution. During 2022–2024, its officials concealed the actual volumes of activity and submitted false tax reports.

During the pre-trial investigation, detectives of the Territorial Department of the Bureau of Economic Security in Vinnytsia region established that the household chemicals manufacturer concealed the actual volumes of its product sales. Company officials did not reflect part of the transactions for the supply of products in Ukraine in their tax reporting, which allowed them to pay less taxes.

In addition, the company unlawfully formed a tax credit and did not fully pay taxes, fees, and unified social contribution when paying wages to employees.

As a result of this scheme, over UAH 61 million was not received by the budget and state social funds.

Detectives found that among the ultimate beneficial owners of the company there was previously an entity linked to the Russian Federation. Consequently, part of the company’s financial resources could have been under the control of persons associated with the aggressor state.

The actions of the company’s officials were qualified under Part 3 of Article 212 of the Criminal Code of Ukraine (intentional tax evasion on an especially large scale) and Part 2 of Article 212-1 of the Criminal Code of Ukraine (intentional evasion of payment of the unified contribution for mandatory state social insurance).

The damages caused to the state have now been fully compensated. Over UAH 61 million in taxes and unified social contribution has been paid to the budget.

Procedural oversight was provided by prosecutors of the Vinnytsia Regional Prosecutor’s Office.

The Territorial Department of the Bureau of Economic Security emphasizes that under martial law, every hryvnia in taxes is a contribution to the country’s defence capability and social support for citizens. Economic crimes, especially in wartime, undermine the state’s financial stability and will be strictly suppressed. Systemic efforts to de-shadow the economy continue.
