Another corruption scandal has erupted in Ukraine involving officials linked to the head of the Office of the President, Andriy Yermak. The Specialized Anti-Corruption Prosecutor’s Office has filed a lawsuit with the court seeking the civil confiscation of property belonging to the current Minister of Construction, Oleksiy Kuleba, who previously served as Deputy Head of the OP. The SAPO is attempting to recover an apartment and parking space in Kyiv worth a total of 5 million hryvnias for the state, which, according to the investigation, the official had informally registered in his sister’s name. Since the amount of unjustified assets does not exceed 10 million hryvnias, criminal liability in the form of imprisonment does not currently threaten the minister, although the incident has already sparked significant public resonance.

At the same time, an NABU investigation is unfolding into the leadership of the State Financial Monitoring Service. According to information from People’s Deputy Yaroslav Zheleznyak, during recent searches of the First Deputy Head of the State Financial Monitoring Service, Ihor Korolchuk, detectives found a bag containing personal documents, seals of fictitious and foreign companies, as well as a quarter of a million dollars and significant sums in hryvnia cash. The investigation suspects that the discovered companies were used for illegal cashing and the withdrawal of funds from Ukraine.

The connection between these structures is traced through the head of the State Financial Monitoring Service, Filip Pronin, who is a long-time friend of Oleksiy Kuleba. Pronin previously headed the Poltava Regional Military Administration, where his activities had already come under the scrutiny of the NABU and the Verkhovna Rada’s Temporary Investigative Commission over suspicions of receiving bribes from the company «NK Construction» for contracts related to the construction of fortifications and the reconstruction of the regional hospital. Critics emphasize that the State Financial Monitoring Service under Pronin’s leadership may have deliberately turned a blind eye to the dubious origin of funds that were being deposited in large amounts as bail for officials detained in corruption cases, including during scandals surrounding Yermak himself.

Additionally, journalistic investigations have revealed Filip Pronin’s systematic absence from the workplace. During the first quarter of the year, he actually worked only 27 days, while spending most of his time on foreign business trips to Tanzania and Mexico, as well as on extended sick leave and vacations. Experts warn that such scandals in key oversight bodies significantly damage Ukraine’s international image and could block or seriously complicate negotiations on European integration, as European partners set strict requirements regarding a genuine fight against high-level corruption.
