The corruption case against the director of Kyivmedspetstrans, Vitaliy Beznosyuk, has been under court consideration for years without a verdict
The corruption case against the director of the Municipal Enterprise “Kyivmedspetstrans” Vitaliy Beznosyuk is being “hidden” in court.
Two criminal cases with common features have come into the editorial team’s focus. First, both involve Vitaliy Beznosyuk and Yuriy Klymenko. Second, both proceedings concern charges under part 4 of article 191 of the Criminal Code of Ukraine — misappropriation or embezzlement of property through abuse of official position. Third, neither case has yet resulted in a court decision on the merits.
The first case is No. 761/21704/24 (CP No. 12024100100001959). In it, Beznosyuk and Klymenko are charged with a crime under part 4 of article 191 of the Criminal Code of Ukraine. The Kyiv City State Administration has been designated as the injured party. The materials indicate a protracted review.
The suspects were served with notices of suspicion on 3 April, and a few days later the court imposed a preventive measure in the form of a personal undertaking. On 10 May the court established the procedure for the defence to review the case materials. Despite the shorter time limits provided for in the Criminal Procedure Code, the defence was in fact given a month — until 10 June.
On 18 September 2024 the defence requested that the proceedings be transferred from the Shevchenkivskyi to the Obolonskyi court, but the Kyiv Court of Appeal refused. After 10 October no court decisions are available in open sources. At the same time, information on the judiciary portal shows that after the hearing on 16 October the court scheduled 17 more hearings, with the next one set for 10 June 2026.
Thus, almost two years of procedural movement in the case remain effectively outside the scope of publicly available court decisions, making it impossible to understand what actions the court took during this period.
Also under consideration is case No. 761/1096/25, separated from criminal proceeding No. 42022102100000201 of 15 November 2022.
According to the investigation, it concerns the possible misappropriation of budget funds during the procurement of ambulances and spare parts for them. After the tender was cancelled, contracts were concluded under which significantly fewer spare parts were delivered than planned, and part of the products did not meet the requirements for quality and originality. These proceedings are also taking a very long time.
In addition to the two persons mentioned, there are five other defendants in the case. During the proceedings, separate proceedings have been separated from it, judges have filed self-recusals, and numerous procedural decisions have been issued, yet no final verdict has been delivered to date.
Thus, two different criminal cases, in which the same individuals are among the accused, share another common feature — a protracted court review without a verdict or other final decision on the merits.
