NABU has recorded collusion regarding the appointment of the Supervisory Board of Sense Bank: the list of members was disclosed 40 days before the Cabinet’s order

Oleksandr Tsukerman calls Vasyl Veselyi on May 9, 2025. The conversation is recorded by NABU. In the conversation, they discuss the future composition of the supervisory board of the state-owned «Sense Bank» and name six surnames: «Pyotr Novak, Jerzy Shugaev, Ewa de Falk, Oleksandr Shchur, Mykola Hladyshenko, and Oleh Mistyuk».

On June 18, 2025 — exactly forty days later — Prime Minister Denys Shmyhal signs Cabinet Resolution No. 580-r. The supervisory board of «Sense Bank» is formed precisely from these six individuals.

In the first year of operation, this supervisory board was paid 58 million hryvnias from the state budget. Vasyl Veselyi himself, as an advisor to Shevki Adzhuner (known as the «eternal flea of Ukraine»), was accrued almost 2 million hryvnias for 2024. For what exactly — as the chairman of the board of «Sense Bank» publicly admitted — remains unknown to him.

We return to the address at 5-V Vasylia Tiutiunnyka Street in Kyiv, where the following are legally registered:

• LLC «Financial Legal Union» (36999040) under the management of Chernets Yu. P.;
• «Well Meat Invest» (43710727) and «Vehi Trend Invest» (43710622) of Vasyl Veselyi;
• ZNVKIF «Herion World» (44618861) of Andriy Veselyi.

One address, a common manager of the owner company, the same KVED 69.10 «Legal activities». Until 2022, Vasyl Veselyi’s personal company — «Lemberg Capital» (44515476) — was also registered here.

The «removed owner» scheme

Concern «Kyivpidzemshliakhbud» (31169965). A record appears in the register: «Founder and CBV removed: Veselyi Vasyl». Revenue in 2020 — 102.4 million hryvnias. Revenue in 2023–2024 — zero. The company’s structure remained unchanged.

• LLC «Bas-Invest» (32798631) owns 80% of KPSHB. History of managers: Kryvopusk → Veselyi V. V. → Leshchukh. There is a record «CBV removed: Veselyi V. V.».
• LLC «UkrTunnelBud» (30920263). Ultimate beneficiaries are indicated only through legal entities — «Bas-Invest» and KPSHB. The chain to an individual has not been established. In 2024, this company with an undisclosed beneficiary won a tender from «Kyivvodokanal» for 74.8 million hryvnias — a direct violation of Art. 64-1 of the relevant law.

In the register of managers of «Well Meat Invest», Hladyshenko Mykola appears — the full namesake of the chairman of the supervisory board of «Sense Bank». The RNOKPP has not been established in open sources; identity requires verification by identification code.

On June 11, 2024, Andriy Veselyi acquired 33% of PJSC «Karpatnaftokhim». The declared amount — 35 million hryvnias.

His declared income over 20 years amounts to 1.87 million UAH under employment contracts + 2.28 million UAH as an individual entrepreneur, totaling 4.15 million UAH over two decades. 35 million hryvnias is 8.4 times more. The source of funds has not been publicly explained.

A year later, conversation records appear: «I need Karpatnaftokhim… Shura». In parallel: «Our entire price of the plant is 3 million according to the expert opinion». The same materials mention the plant’s debt to a Cypriot company of 840 million dollars.

On June 10, searches were conducted at Veselyi’s: National Police with the participation of the SSU, Art. 209 of the Criminal Code of Ukraine (legalization). No detention occurred — this was confirmed by the Kyiv Prosecutor’s Office. Important: the case is being handled not by NABU, but by the National Police. In parallel with the «Midas» case.
