Former Head of Dnipropetrovsk Regional State Administration Reznichenko to stand trial in case involving UAH 392 million in damages

The case against former head of the Dnipropetrovsk Regional State Administration Valentyn Reznichenko and his accomplices, whom NABU and SAPO accuse of embezzling over UAH 392 million during road repairs, has been referred to court.

The former head and deputy head of the Dnipropetrovsk Regional State Administration, the head of the road management department, and the director of a private company will stand trial. All positions are indicated as of the time the crime was committed.

According to the investigation, the accused deliberately prepared documents in a way to speed up the receipt of budget funds and avoid complex procedures — development of project documentation, expert review, and technical supervision. They replaced current or major road repairs with routine maintenance, as in 2022 funds were allocated specifically for such works.

Expenditures for routine maintenance were unjustifiably increased to UAH 1.5 billion. Contracts for this amount were concluded with a company linked to the head of the Dnipropetrovsk Regional State Administration. According to the investigation, the company inflated the cost of materials by more than UAH 392 million.

Part of these funds, according to law enforcement, was later transferred to accounts of other companies controlled by the high-ranking official and his deputy.

The actions of the accused are qualified under Part 5 of Article 191 of the Criminal Code of Ukraine.

Regarding another suspect in the case, the SAPO prosecutor closed the criminal proceedings due to his death. At the same time, a lawsuit was filed to recover unjustified assets worth over UAH 19 million from his close associates.

Earlier, in September 2024, the participants in the scheme were notified of suspicion, and in December 2025 the pre-trial investigation was completed. Reznichenko in this case is suspected of causing losses to the state during road repairs under martial law.
