The son of the Volyn police chief, Danylo Slypchuk, figures in the "Carthage" case: SAPO claims his role in inspecting "their" call centers
Danylo Slypchuk, son of the head of the Main Directorate of the National Police in Volyn Region Oleh Slypchuk, appears in the materials of the NABU and SAPO operation “Carthage”. He works at the Office of the Prosecutor General as a chief specialist in the IT department. According to SAPO, Slypchuk carried out Serhiy Kropyva’s instructions: he checked call center addresses, identified which ones belonged to “their own”, helped count money, transported cash, and participated in moving property. In one of the recorded conversations, Kropyva asks: “Danechko, check if you have all the phones in the world there?” After checking, Slypchuk replies: “These are not ours”, after which Kropyva orders action at the address.
This is reported by SNIDANOK KHYMERY.
On 24 October 2025, Slypchuk, together with Kropyva’s driver, according to the prosecution, delivered cash to an exchange office on Lesi Ukrainky Boulevard in Kyiv. The investigation links this episode to the subsequent conversion of the money into non-cash form. On 17 July 2026, he already appears in conversations about moving suitcases, bags, keys to a BMW and other property of Kropyva directly into the Office of the Prosecutor General. The materials also contain episodes in which Slypchuk helps verify information about people and addresses and checks whether Kropyva’s circle has appeared in journalistic investigations.
Slypchuk had been working with Kropyva since 2023 at the Odesa Regional Military Administration under Oleh Kiper. In August 2025 he moved to Kyiv, to the Prosecutor General’s Office, where he gained access to information systems and technical infrastructure. He submitted the declaration of a candidate for the position of chief specialist of the information technologies department on 22 August 2025.
The “Carthage” case itself concerns a much larger scheme. NABU and SAPO believe that Kropyva’s entourage could have received money from fraudulent call centers in exchange for allowing them to continue operating and for protection from law enforcement. Case No. 52026000000000295 mentions the legalization of more than UAH 89.9 million. According to published data, part of the money passed through during the group’s work at the Odesa Regional Military Administration, and part — after Kropyva’s move to the Office of the Prosecutor General. Publications about the case also mentioned a figure of around $7,000 per month from one call center.
Danylo’s father is Oleh Slypchuk. In May 2024 he headed the police of Volyn Region. Previously, he was deputy head of the Main Directorate of the National Police and head of the investigative department in Dnipropetrovsk Region, and earlier worked in Kyiv and Khmelnytskyi Regions. For 2024, Slypchuk Sr. declared a 78.7 m² apartment in Kyiv, a house and land in Chernihiv Region, a Volkswagen Multivan and $53,900 in cash. The year before, he had $42,900 in cash. His annual salary exceeded UAH 1.1 million. After publications about his son, he stated that Danylo is an adult, is responsible for his actions independently, and that he himself would not use his position to influence the investigation.
In Danylo Slypchuk’s declaration there is his own 75.4 m² apartment purchased in 2022 with a stated value of UAH 460,000, as well as a share in the family’s Kyiv apartment. In the candidate declaration for 2024 he indicated UAH 420,000 and $35,000 in cash, money in accounts and rent of housing in Odesa.
Dnipro is also notable. One of the addresses that Slypchuk Jr., according to SAPO, was checking for belonging to “their own” call centers was located there. Before his transfer to Volyn, his father had held senior positions in the police of Dnipropetrovsk Region for several years. The investigation has not publicly brought any direct charges against Oleh Slypchuk in the “Carthage” case.
