SBI investigates Ukrzaliznytsia procurements worth 5.36 billion hryvnias: checking the actions of the management headed by Pertsovskyi
The State Bureau of Investigations in Poltava has initiated criminal proceedings regarding the possible misappropriation of state funds during Ukrzaliznytsia’s procurements. The matter concerns contracts for passenger cars, transformers, wheels, spare parts, and motor oils totaling over UAH 5.36 billion.
The information was entered into the Unified Register of Pre-trial Investigations under No. 62026170010003190 under Part 5 of Article 191 of the Criminal Code of Ukraine.
The materials that served as the basis for the investigation mention Ukrzaliznytsia CEO Oleksandr Pertsovskyi, Procurement Director Oleksandr Nakhod, Economy, Planning and Budget Director Yevhen Fedotov, as well as Volodymyr Prykhodko, Serhiy Talevarov and a number of companies.
The investigation will examine procurements in which discriminatory requirements may have been set for specific suppliers, competition may have been restricted, the expected value of goods may have been inflated, and significant advance payments may have been stipulated.
One of the key episodes involves the procurement of passenger cars. In May and July 2025, Ukrzaliznytsia concluded contracts worth UAH 4.47 billion and UAH 398.3 million. The sole bidder in the tenders was PJSC “KVBZ”.
The cost of one passenger car rose from UAH 44.08 million in 2023 to UAH 56.27 million in 2025 — an increase of nearly 28%. The contracts also provided for an advance payment of 58%.
A separate episode concerns the procurement of transformers for power supply worth UAH 50.8 million from the company “VIP-NAVIGATOR”. During these tenders, a competitor’s bid that was 20% cheaper was rejected.
Another UAH 337.1 million relates to the procurement of wheels and spare parts from the company “Gaztron Trade”. The winner was JSC “Dnipro Switch Plant”. The tender documentation referenced specific internal Ukrzaliznytsia projects, which may have limited the ability of other manufacturers to participate in the procurement.
The tender for the procurement of motor oil worth UAH 101.9 million from the company “Gaztron Trade” is also under review. The procurement conditions may have created obstacles for new suppliers to participate.
Law enforcement officers are examining these episodes within the criminal proceedings under Part 5 of Article 191 of the Criminal Code of Ukraine. The statement also raised the issue of possible qualification of certain actions under Part 3 of Article 209 of the Criminal Code of Ukraine regarding the legalization of property obtained through criminal means.
