Millions for health: why is community property in the Odesa oncology dispensary being misappropriated?

The management of the public institution "Odesa Regional Oncology Dispensary" is so generous that they allow a number of private companies - pharmacies, food kiosks, a medical laboratory - to operate on the hospital’s premises for free.

At least, officially, rental agreements are signed with only four private companies operating within the institution.

However, dozens of private pharmacies operate on the territory of the cancer center, some of which do not even issue receipts, but this apparently does not concern the chief physician, the officials, or the law enforcement.

"No Corruption!" has been closely monitoring the situation.

What is the public interest in this?

This was the question returned in response to our request for public information about how many private companies the Odesa Regional Oncology Dispensary has rental agreements with. The chief doctor of the institution, Oleh Lukyanchuk, refused to answer the initial request, asking for clarification on the term "agreements with pharmacies" and inquiring about the public interest in this matter.

After a repeated request and an appeal to the representative of the ombudsman in the Odesa region, the head of the hospital, where thousands of residents of the region are examined and treated annually, replied that no rental agreements were concluded by the institution in 2016 and 2017.

In yet another response to the request, Oleh Lukyanchuk invited a journalist for a conversation.

Currently, the case regarding the failure to provide public information has already been sent to court by the ombudsman’s office.

All rental agreements of the companies operating on the territory were listed by a representative of the Odesa Regional Council’s property relations management. As it turned out, only four enterprises formally operate in the Odesa cancer dispensary: two pharmacies, a bank, and a private medical center.

But a visit to the hospital dispels all doubts - there are dozens of different pharmacies on the premises. You can also buy food and office supplies, scan and print documents. Additionally, a private laboratory operates within the institution, where various analyses are conducted. Officially, none of this seems to contribute a single penny to the budget. Meanwhile, the condition of the oncology dispensary’s buildings leaves much to be desired, so extra funds for hospital maintenance would certainly not be superfluous.

Perhaps this is the reason the management of the public institution is so reluctant to answer questions about who is allowed to operate in the hospital, citing in their response to the query that rental payments are independent income of budgetary institutions, and therefore, they do not intend to report on them.

Official income, however, seems incomparable to the shadow flows, which, probably, disperse into the pockets of private individuals.

So which pharmacies operate in the Odesa cancer dispensary? Well, officially, a contract was signed with the public utility company "Odesaoblpharm," paying 1,478 hryvnias per month for the rental.

Moreover, the hospital signed an agreement with the pharmacy "Natalka Pharm-trade," which, according to the system Youcontrol, leads to the Deputy Speaker of the Odesa Regional Council and member of the political council of the Batkivshchyna Party, Oleh Radkovskyi. Incidentally, the company’s manager is apparently Radkovskyi’s relative, Anna Radkovska.

 

Indeed, the name of the pharmacy is consonant with the name of the currently bankrupt chain of Odesa supermarkets "Natalka," which belonged to Oleh Radkovsky. The pharmacy brings Odesa Oncology Dispensary 6,700 hryvnias per month.

However, there is another pharmacy operating in the hospital, which, through a series of affiliated companies, leads to Radkovskyi - LLC "Pilot."

By the way, behind this limited liability company "Pilot" is another LLC, which also trades in pharmaceutical goods - "Natalka."

At the same time, the "Pilot" pharmacy even "showed up" in a criminal investigation about counterfeit drugs.

Despite this fact, a company associated with a large Odesa manager continues to operate in the oncology dispensary, officially not paying a single penny for the rental of communal property.

Also, many pharmacies and pharmacy points are successfully operating on the territory of the institution. Moreover, prices in them vary, sometimes by half. Thus, medicines are sold to patients of the oncological dispensary by business entities "Korkh Nataliya Volodymyrivna," "Dyachenko O.V." and an unnamed company that issues non-fiscal receipts.

In addition, LLC "Express-Med" operates here. In this pharmacy, one of the oncology dispensary patients purchased a drug, the serial number check of which showed that the medicines were procured with budget funds, as previously reported by "No Corruption!"

Also in the oncology dispensary, the company LLC "Yunito" sells medicines. The charter capital of the company is 20,000 hryvnias.

Also operating is some LLC "Maya."

Sole proprietorship "Stozhary" operates in the hospital without a contract, with a charter capital of only one thousand hryvnias.

Without any contract, LLC "Pharmacy of Original Medicines" also operates in the Odesa oncology dispensary. According to patients undergoing treatment at the Odesa oncology dispensary, this is the pharmacy that doctors of the institution strongly recommend to patients.

The legal address of the pharmacy is located next to the Odesa National Medical University - the place of work of the chief doctor of the oncology dispensary, Oleh Lukyanchuk, in combination.

Separately, it is worth telling about the "Smartlab" medical laboratory, which operates in the oncology dispensary, but also did not sign a lease agreement.

So, possibly through a chain of affiliated companies, the owners of LLC "Smartlab" are related to Serhiy Brunich, a relative of the wife of Oleh Lukyanchuk, Vladlena Dubinina.

The interrelation of Serhiy Brunich with the family of Lukyanchuk was previously reported by "No Corruption!" And the fact that Dubinina has family ties with the Brunich family is confirmed by the e-declaration of the chief doctor of the Odesa oncology dispensary – Lukyanchuk’s wife uses an apartment of 174 square meters, which belongs to a certain Valentyna Brunich.

The correspondent managed to capture far from all the pharmacies operating in the Odesa oncology dispensary - there are many more on the territory. At the same time, the business turnover here is not small, as thousands of people from all over the region come to the hospital for treatment every year. They do not pay for rent, if you believe the official response from the regional council, and other private companies conducting their business in the dispensary.

But why the management of the institution and the Odesa regional council, under whose jurisdiction the hospital is located, so carelessly dispose of the communal property of the community, remains in question.

By the way, after the release of the journalistic material "No Corruption!" about the schemes in the MI "Odesa Regional Oncology Dispensary," law enforcement agencies initiated an investigation. At the moment, documents have been seized and witnesses interrogated.

Perhaps the prosecutor’s office will also be interested in the work without contracts of many private firms on the territory of the hospital?
