At the end of summer 2013, the Kyiv City Prosecutor’s Office detained, and the court later arrested, Hennadiy Oleh Stashkov, the deputy head of the Shevchenkivskyi department of the Combating Illegal Drug Trafficking Department (BNON).
Stashkov is suspected of organizing a group of police officers who took orders from civilians to eliminate inconvenient individuals, fabricated criminal cases, planted drugs, and used the pretext of Operational and Search Activities (ORD) as well as a network of accomplices in the Ministry of Internal Affairs and Security Service of Ukraine (SSU). Stashkov entered the Lukyanivska pre-trial detention center with pomp, wearing a black shirt with "BNON" on the back (just like an obsessed FBI agent), but not for long.
Half a day later, he left on a "Medikom" evacuation vehicle. The malingerer was probably skilled and experienced, just like a follower of Yuriy Lutsenko (former Minister of Internal Affairs) during the best years of his professional activity: extortion, drug business cover-ups, acquiring land in significant amounts, a decent garage of cars (Porsche Cayenne, Infiniti, Toyota RAV 4, Honda), and a two-story apartment with a pool on Dniprovska Embankment. And no one noticed all this?
Who "covers" the police officers in the Kyiv police involved in illegal drug dealings? The Kyiv City Prosecutor’s Office is investigating a criminal case against individual officers of the Shevchenkivskyi BNON of Kyiv, H.O. Stashkov, O.Yu. Baltser, Yu.Ya. Kondratyev, O.F. Stepura, K. Ostroverkhov, I.V. Bovpehra, I. M. Marchenko, whose actions as criminals are evident. Taking advantage of the chaos in the state, Mr. V.A. Farynovych from the Kyiv Prosecutor’s Office, supported by Mr. D. Sysoyev, quickly agreed with Mr. H.O. Stashkov on a bribe of 200,000 USD and made efforts to ensure that this criminal case, when reaching the court, would lack an evidential base. That is, punishment for the police offenders.
Imagine, seven MIA officers from one district department, all focused on illegal drug dealings and fabricating criminal cases, receiving income for it. Simply put, a mid-level drug mafia. H.O. Stashkov, a police major, seems to have been dismissed but flaunts his MIA ID near nightclubs to maintain influence over his dependent audience - drug distributors. Stashkov promised to bring more to the prosecutor’s office for allowing two key figures in the case, also police majors Baltser and Kondratyev, who also hold MIA IDs, to hide from the investigation. Thus, Stashkov assured them that it would be easier for him to disband the criminal case. But in reality, it was easier for him because he blamed everything the mentioned group did regarding banker S.M. Poberezhnyi in fabricating the criminal case on Baltser and Kondratyev, saying they signed it, let them be responsible.
A source close to Stashkov informed us that Mr. Yu. Onyskovets from the Kyiv Prosecutor’s Office already did his dirty work. With the support of Mr. V.A. Farynovych, the criminal case was split into three parts to destroy the evidence base. Two police offenders, Baltser and Kondratyev, were given an opportunity to disappear to place all the blame on them for a while. The intermediary between the client Unicredit Bank, represented by its former head Mr. Tymonkin, Mr. Sheremet was poisoned. He was noticed alongside Stashkov and became dangerous as he recently began blackmailing his employer. The employer paid him 10,000 USD per month for the last six months, but Sheremet troubled him greatly. To divert suspicion from being involved in Sheremet’s death, the employer also handed 10,000 USD to Sheremet’s family after the funeral, allegedly to support the family of his accomplice. The family used this money to settle Sheremet’s loan debt. Tell me, does anyone talk about this? So, dear people, Maidan is Maidan, but life goes on, let’s live and see. As the still famous V.I. Lenin wrote: "Prosecutors will not put an end to police lawlessness."

A gray obscure deputy head of the Shevchenkivskyi BNON until Hennadiy hid 250,000 USD from his patrons. He gave them insignificant bribes, buying the senior investigator from the Kyiv headquarters, Mr. Horovenko, for 7,000 USD. And as a reliable source in the Shevchenkivskyi DDIA told, Stashkov also lied to his chief, Siryi, giving only tens of thousands of dollars. He explained, jokingly, that they are making festive, one shot down pilot, then promise to snatch more. Siry, of course, signed everything, blessed his good fellows for festive deeds. "Collecting money is a celebration, time doesn’t wait" - he said to Stashkov. The senior investigator of the Headquarters Horovenko easily helped with someone else’s criminal case, ensured Stashkov and his team with court decisions. And the good fellows of the Shevchenkivskyi BNON twisted Serhiy Poberezhnyi, stuffing him with drugs in all openings, as much as possible. Stashkov ordered: "Don’t spare, after the examination they will return to us. It will go around again," they laughed with Siryi Vityukha. We have waste-free production. The district prosecutor’s office will cover us if anything. We have the "best" indicators.
Better! It is clearly visible even now. Bail for 1 million hryvnias, fifty thousand dollars with which Hennadiy and his lawyers ran around, showing it to everyone. Yet some of his rotten activities, probably, settled somewhere, somewhere it faded, it was worth it. Maybe it will ease in court? It will ease, of course, if it reaches the court. Somewhere, someone is making efforts to prevent it from reaching the court. This is about individual police happiness and the hard life of bank employees. If it’s not the first TOP, of course.
The son of the rector of the police academy, an active member of the police gang. This is understandable, carefree childhood, illuminated by love, warmth, and benefits. Hundreds of thousands, millions of Ukrainian children and families live like this. And this is correct! But then different people grow up with their inner worlds and needs. Probably, Yuriy Kondratyev was left without a father very early, during the lifetime of a worthy person, did not receive something he would like to have immediately. People were found who helped, suggested, allowed to try - not drugs, no, but plenty of money, luxury cars, restaurants, clothes, foreign trips, for which the MIA system, probably, didn’t care (who went where, for how much, and how long).
Kondratyev, the police officer, began planting drugs himself. He planted, seized, delivered, took it away himself. His belonging to Stashkov’s group was carefully thought out. No one in this country would put Yuriy "under the ice," and I will, somehow, if anything, find my way, thought "Brother," not a real brother, of course. Pashka - an excellent person. Half-brother - Henka, that’s Stashkov.
