Director of KNDISE Oleksandr Ruvin: expert or asphalt mafioso?

The editorial team of the publication has received new data about the double life of billionaire and director of the Kyiv Scientific Research Institute of Forensic Expertise (KNDISE), Oleksandr Ruvin.

Among other things, Oleksandr Ruvin and the department under his command investigate the quality and cost of road construction works throughout the country. With the stroke of his pen, the director of KNDISE turns poor-quality roads with potholes into roads in an ideal European condition — but only on paper.

He also determines that the budget funds are used as intended, as evidenced by the expert assessments issued by KNDISE.

Here’s an example in numbers:

• ¾  38 billion 900 million hryvnias were spent from the budget on road repair and construction in Ukraine in 2018;
• ¾ 50 billion 570 million hryvnias in 2019;
• ¾ 124 billion 900 million hryvnias in 2020.

The editorial team received true data from its source, indicating that Ruvin himself takes 4% of the estimate for the expertise, which amounts to 8 billion 574 million 800 thousand hryvnias in just the last three years! And Oleksandr Ruvin has held the position of director of KNDISE since as far back as 2010.

«This person has been stealing from our pockets for 10 years, thanks to him we drive on terrible, sometimes even non-existent roads, thanks to people like him, our roads melt with the spring snow», - say the journalists.

Ordinary people suffer from such road conditions, as Oleksandr himself is unlikely to drive his elite cars on such terrible roads.

But most importantly, Ruvin, who contrary to the law also holds Israeli citizenship and is the owner of an asphalt concrete plant on the territory of «ABZ-1» (EDRPOU code 41190464) at the address: Kyiv, 9 Travnya St., 49. This plant was brought from America without documents.

It is clear that asphalt from a personal plant will always receive a positive assessment from KNDISE based on expertise results.

No matter how hard the President and «Ukravtodor» try, understanding that all assessments are sealed by Ruvin, the true quality of roads can only be guessed.

Journalists believe that a corrupt person of such scale can hold such a position only if it is assumed that his assessments are used to blackmail high-ranking officials and thus keep him in his seat.

The editorial team officially appeals to the Ministry of Justice, the Prosecutor General’s Office of Ukraine, NABU, the SBI, the National Police, and the SSU demanding a thorough investigation of all assessments made by the current director of KNDISE over the past 10 years.
