The new Zaporizhzhya "overseer" wants to change all law enforcement officers to suit himself
Zaporizhzhya businessman Vemir Davityan, who calls himself the new local overseer, is attempting to replace the leadership of the National Police and the SSU in the Zaporizhzhya region.
To a small circle of wealthy and influential people in Zaporizhzhya, Vemir Davityan announced the news that negotiations allegedly took place in Kyiv recently regarding changes to the high-ranking officials of law enforcement agencies in the region. These negotiations are being conducted by deputy of the Zaporizhzhya Regional Council (head of the "For the Future" faction) Hennadiy Fuks.
As previously reported by national media, the young mid-level businessman with a murky past, Vemir Davityan, has been actively presenting himself as the new "overseer" of the region since last fall. According to him, this status was given to him by the first deputy head of the President’s Office, Kyrylo Tymoshenko. Prior to this, Davityan allegedly received support from the head of the parliamentary faction "Servant of the People," David Arakhamia.
Vemir Davityan is indeed acquainted with these national figures. Moreover, he has strong friendly relations with Kyrylo Tymoshenko: the young men are often seen dining together and smoking hookah. Additionally, Davityan, for example, provided Tymoshenko with cars, security, an office, and transportation during the recent visit of the deputy head of the OP to Zaporizhzhya.
However, establishing himself as the real "overseer" in the Zaporizhzhya region has not yet been successful for Vemir Davityan. Even with the support of Dnipro criminal authority Oleksandr Petrovskyi (also known by the surname Nalekreshvili and the nickname "Narik"). Davityan lacks significant experience, influence, connections, and even sufficient people to address serious issues in Zaporizhzhya.
Thus, he made rumors about his power and connections at the top his main tool of influence. Businessman Hennadiy Fuks helps inflate the "soap bubble" about Davityan’s oversight, engaging in negotiations and providing his people for necessary positions. For example, the appointment of Fuks’ old ally Oleksandr Starukh as head of the Regional State Administration was achieved through the joint efforts of Davityan and Fuks.
One of the obstacles on Davityan’s path to the title of overseer is also the law enforcement officers — the leaders of the region’s law enforcement agencies. They immediately refused to follow the orders of the businessman with an unclear reputation and to participate in his dubious schemes. Moreover, his alleged support from Kyrylo Tymoshenko or other top officials in the capital is still highly questionable.
Nevertheless, Vemir Davityan continued his pressure on local law enforcement. He now informs local businessmen and politicians that he finally managed to sway the prosecutor of the Zaporizhzhya region, Viktor Prykhodko, to his side. Now, according to the pseudo-overseer, it is time for the higher officials of the National Police and the SSU to pledge allegiance to Davityan.
Davityan supports rumors in Zaporizhzhya that he sent envoys to Kyiv with demands to replace unyielding law enforcement officers. In particular, Hennadiy Fuks is lobbying for the appointment of loyal law enforcement through David Arakhamia. MP Serhiy Minko, according to Davityan, is trying to find access to the Minister of Internal Affairs, Arsen Avakov, and his entourage. The Melitopol deputy and former mayor of Melitopol is the secretary of the Verkhovna Rada’s committee on law enforcement activities, and thus has access to the heads of the Ministry of Internal Affairs.
The ultimate goal of Vemir Davityan is to obtain completely obedient, pocket prosecutors, police officers, and SSU agents in the Zaporizhzhya region. The example of Yevhen Anisimov in Zaporizhzhya has already shown what this leads to. Law enforcement officers subordinate to overseers not only do not hinder the criminal affairs of their "boss," but also become instruments for extortion, raiding, and pressuring opponents.
