Okhmatdyt wants to spend 14 million on a consultant and technical supervision of repairs

The Okhmatdyt Children’s Hospital has announced tenders for engineering and consulting services and technical supervision of the repair of the facade and interior decoration of the building damaged by rocket attacks on the street. V. Chernovola, 28/1.

The contract for engineering and consulting services is to be concluded with Vasenyov Engineering LLC for UAH 9.35 million, and technical supervision will be carried out by Ik-Proekt LLC for UAH 5.22 million. This was reported in the Prozorro system.

Kyiv-based Vasyanov Engineering was registered in April 2023 in a residential building and is owned by Oleh Vasenyov. Earlier this year, the company tendered UAH 4.40 million, the most from the current customer. Now, Okhmatdyt plans to order "consultations on the involvement of contractors" as part of engineering and consulting services to Vasenyov.

The company that built the building, Riola-Module, also said that after the attack it had already repaired the operating theatres at its own expense, and that it did not need to provide for the repair materials. "Riola offered to carry out the work for UAH 179 million, but the customer ignored its offer and chose Bud-Technology, a Zaporizhzhya-based company with a more expensive offer of UAH 307 million.

After the scandal, it was decided to cancel the private tender of the Okhmatdyt Charitable Foundation, transfer the donations to the state budget and announce a new tender in the Prozorro system.

If the private tender had resulted in the signing of an agreement with Bud-Technology, Vasenyov’s services as a consulting engineer worth UAH 9.4 million would have cost about 4% of the construction contract price of UAH 368 million (UAH 307 million plus VAT).

Technical supervision of the implementation of the IK-Project will include, in particular, verification of the compliance of the volumes and quality of the construction work performed with the design and estimate documentation; keeping records of the volumes of accepted and paid construction work, as well as work performed with deficiencies; checking the approval and presenting to the customer acceptance certificates for completed construction work at the site, signed, certified and provided by the contractor.

At both tenders the order was taken without competition.

The Kyiv-based Ik-Proekt firm is run by Olha Kryzhnya and Liudmyla Parkhomenko and owned by Yuliya Krat from Kharkiv. She also owns the Ukraine-Andasat-Israel Consortium, which was established in July 2023. The participant on the Ukrainian side is IK-Project, and two companies on the Israeli side: "Click Nikayon VeTipaul Be’Atzafot (Click Cleaning and Flood Treatment Ltd.) and Ahzaka VeNigul Mevnim David Miller (Buildings and Building Management David and Miller Ltd.). The consortium is known for providing technical supervision of the overhaul of the overpass on the T-10-19 motorway in Kyiv region, which is being carried out by a Turkish company for UAH 444.24 million.

Since 2016, IK-Project has tendered 43.36 million UAH, the most in the infrastructure department of the Kherson Regional State Administration.
