On the night of October 30, employees of the Central Apparatus of the State Bureau of Investigation (SBI) unexpectedly arrived in Odesa to conduct investigative actions. The local territorial administration leadership was not informed about this. The main administration feared information leaks regarding the searches conducted within the framework of a high-profile criminal case, so they informed regional colleagues at the last moment.

According to our sources, the searches were carried out in the office of the Odesa Territorial Department of the Bureau of Economic Security (BES), as well as at the home addresses of the director of the Odesa BES, Serhiy Muntyan, and his deputies — Denys Florov and Oleh Pershyn, who during the wartime have been involved in grain schemes through the Odesa ports. They are allegedly looking for information on the so-called "grain corridor" scheme. It concerns over 10 billion in state losses from unpaid taxes by a number of grain traders. Of course, the difference in sums from the unpaid taxes ended up in the pockets of specific individuals, including Serhiy Muntyan and his associates.

This has been unanimously reported by investigative journalists and international partners for the second year now. But law enforcement officers have appeared only now. Well, better late than never. Serhiy Muntyan is an extremely toxic law enforcement officer who was brought out of oblivion before the war, cleaned up, shaved, given a position and a "roof" for robbing the Odesa region. Reclining in the "Varadero" restaurant on Lidersovskyi Boulevard, he daily throws key words to his listeners: "Office of the President," "Yermak," "Tatarov," and "Kiper." We solve everything — we deprive everyone. A non-essential sycophant to whom a nameplate was hung on the office door and who is daily pointed out the route, flaunts loud names thereby demonstrating his importance.

Six months ago, Muntyan appointed his former subordinate from the Odesa DCEC, Denys Florov, to the position of deputy without a competition, who since 2021 headed the Department of Strategic Investigations (DSI) in the Odesa region. In 2023, Florov was shamefully dismissed from the management for poor performance and connections with criminal elements. Florov systematically leaked or sold operational information to the underworld and helped squeeze out their competitors.

The constant client of the then head of Odesa DSI was Mykolaiv "enforcer" Ihor Naumenko – "Naum," whom the high-ranking law enforcement officer warned about future dangers. By the way, the "turncoat in uniform" is still suing the main directorate of the National Police and trying to be reinstated in office. Florov is trying in every way to return to the "feeding trough." As the head of the Odesa DSI, he quite successfully "skimmed" importers, helping the latter import goods without paying taxes.

All this happened, of course, not without the participation of the Odesa customs leadership. The scheme is quite simple: they opened the container — removed the goods — transported the contents — handed over to the customer. Money, accordingly, went into the pocket. It is no wonder that such a "capable" young man found himself in the inner circle of the corrupt Muntyan. We have come across very interesting documents from Florov’s past that vividly describe this scheme:

The second deputy to Muntyan, Oleh Pershyn, serves as his cash register — transporting cash from point A to point B. It is said that he so effectively sucks up to his boss that he even controls his stream in the toilet to ensure he doesn’t splash on expensive shoes. It is especially worth noting that this character diligently wipes, as does Florov, any mention of himself online, so information about him is minimal. The mere fact that there is no information about these two figures even in the NACP is telling. Florov’s and Pershyn’s declarations are absent there, meaning they are classified. Is it sorted out there too? However, thanks to the Google search engine and the analytical system YouControl, we can verify that their declarations were once published in open access. Incidentally, information about them is also missing from the official BES site. There is information about Muntyan and one of his deputies:

What must be done in a state position to fear one’s own shadow? The boss of these two frightened law enforcement officers, Serhiy Muntyan, has been in the state service since 1995. For nearly 30 years of service in various positions, practically nothing is known about him, and there is not a single photograph of him. The only thing we’ve been able to find out is that he is from Voznesensk, Mykolaiv region, just like his native brother Dmytro. But more on that another day. Let’s get back to our "hero" directly.

Serhiy Muntyan’s organized crime group (OCG) also includes representatives of other law enforcement agencies. Judges of the Kyiv district of Odesa are also involved. Head of the Kyiv District Court Serhiy Chvankin, and judges of the same court Dmytro Tyshko and Lyubov Kalinichenko are also firmly embedded in the "grain corridor" and for a small part assist Muntyan and his cronies in milking grain traders. Moreover, Judge Kalinichenko is legally married to Muntyan, which undoubtedly facilitates their grain schemes. By the way, deputies of the Verkhovna Rada have also repeatedly stated these multi-million schemes of Muntyan.

And now for the bad news for Odesa looters from BES. A decision has been made in the upper echelons of the country to deal with Muntyan and his OCG as soon as possible. According to our sources, the searches conducted by the SBI are just the beginning. Significant forces, including the Security Service of Ukraine (SSU), have been involved in investigating this criminal syndicate headed by the chief of the Odesa BES. And if this corrupt herd is thoroughly shaken, it is possible to easily collect a yearly defense budget for Ukraine.
