Zelenskyy implemented the NSDC’s decision on reviewing the conditions for booking medical professionals and the digitalization of the MMC

President Volodymyr Zelenskyy has enacted the decision of the National Security and Defence Council of Ukraine regarding countering threats to national security in the healthcare sector during a special period.

The corresponding decree No. 817/2024 has been published on the official website of the head of state.

According to the NSDC decision, the Cabinet of Ministers is instructed to adopt a decision within a month on additional regulatory and legal regulation of prohibiting the appointment of individuals with medical education to military service positions not directly related to medical practice (service) during martial law, except in cases where such an appointment is made at the personal request of the individual.

Additionally, within a month, the government should consider the feasibility of revising the conditions and mechanism for reserving medical workers subject to military service, rehabilitation specialists, and other healthcare employees working at their main place of employment in state and municipal non-profit healthcare institutions that provide medical services under the state medical service guarantee program during martial law.

The issues include, among others:

  • removing restrictions on the number (in percentage) of staff members subject to military service in state and municipal healthcare institutions, public health establishments, institutions conducting forensic medical and psychiatric examinations, and blood centers, for whom working in these institutions is their main place of employment, regardless of military occupational specialty;
  • setting a requirement for regional, Kyiv, and Sevastopol city administrations to coordinate with relevant central executive bodies the criteria for identifying enterprises, institutions, and organizations crucial for the economy’s functioning and population’s livelihood during a special period and meeting the needs of the Armed Forces of Ukraine and other military formations;
  • The Cabinet is also instructed to take comprehensive measures to implement the NSDC decision from August 30 of the previous year "On Military Medical Examination in the Armed Forces of Ukraine" relating to digitizing the processes of pre-conscription medical examinations, conscription, and military medical commissions in the AFU, prioritizing non-staff military medical commissions, which operate at territorial recruitment centers and social support.

Within a month, the government must also review the feasibility of additional regulatory and legal oversight on organizing and providing rehabilitation assistance to servicemen of defence forces in military healthcare establishments.

Furthermore, the Cabinet needs to:

  • take comprehensive measures to register, within a month, all departmentally subordinate healthcare institutions in the Central Database of the electronic healthcare system and ensure their operation with the electronic healthcare system;
  • accelerate the implementation of a medical information system in military healthcare establishments and military units;
  • ensure mandatory electronic record-keeping of wounded/injured/sick servicemen of the defence forces and electronic management of medical documentation in military healthcare institutions;
  • implemented measures to introduce electronic referrals of defence force servicemen to civilian medical institutions for medical and/or rehabilitation assistance;
  • consider within a month the introduction and implementation of additional cyber hygiene measures in the functioning of the electronic healthcare system and its components to protect relevant information, including personal patient data, from unauthorized access, destruction, and modification;
  • regulate at the normative and legal level within three months the implementation of electronic notifications of military units in real time about the duration and institution where military personnel are undergoing treatment through the mechanism of electronic disability certificates;
  • take additional measures within three months for a comprehensive solution to the organization of harvesting, testing, processing, storage, distribution, transportation, and implementation of donor blood and blood components, as well as the functioning of the blood system.

The Ministry of Health, with the participation of the National Academy of Medical Sciences of Ukraine, is given three months to improve the mechanisms for allocating state budget expenditures on conducting priority scientific research by research institutions related to healthcare development needs during a special period, focusing financial resources on research with quick practical implementation to ensure rational and effective state budget spending, in accordance with the NSDC decision.

The Ministry of Education and Science is instructed to ensure changes are made within a month to the educational programs for training specialists in the field of "Healthcare" by increasing the number of hours for studying military medical training and emergency medicine.

The Ministry of Internal Affairs, the Administration of the State Service for Special Communications and Information Protection, and the Security Service of Ukraine, according to the NSDC decision, must undertake preventive measures aimed at preventing and detecting violations in the service activities related to the operation of the electronic healthcare system.

The responsibility for monitoring the implementation of the NSDC decision lies with its Secretary.

The decree becomes effective upon its publication.
