The Ministry of Finance has introduced an analytical tool (dashboard) to monitor the wages and number of employees in state bodies, local administrations, and the judiciary in January 2024.

This was reported by the press service of the Ministry of Finance.

Now, expenses on the salaries of employees of state bodies can be monitored using the dashboard, which will be updated monthly.

Highest Salaries

According to the Ministry of Finance, the highest salaries are received by employees of the National Commission for State Regulation of Energy and Utilities (NKREKP). On average, their salary amounts to 68,900 hryvnias. The commission employs 531 people. The leadership’s salary is also the highest – 400,700 hryvnias.

High salaries are also found in the Antimonopoly Committee – an average of 67,700 hryvnias. There are 465 employees. The leadership’s salary is 126,100 hryvnias.


In the Cabinet of Ministers Secretariat, the average salary is 57,900 hryvnias. The number of employees receiving this salary is 677. The leadership receives 101,700 hryvnias.

Number of Officials in Ukraine

As of January 1, 2024, there are actually 169,000 people employed in 108 state authorities. During 2023, the number of employees decreased by 6,800 people.

In December 2023, the Cabinet of Ministers approved a reform of civil servant wage payment, which will save 8 billion hryvnias per year.

Prime Minister Denys Shmyhal stated that now 70% of a civil servant’s salary will be composed of a base salary, and only 30% will be bonuses. Starting from January 1, the government is cutting the number of public service vacancies by 19,000.

It is worth noting that the average monthly nominal salary of Ukrainians in 2023 reached 17,442 hryvnias, which is 17.5% more than in 2022. The average annual inflation was 12.9%. As a result, real salaries increased by approximately 4.6% over the year.
