Deputy Minister of Education and Science of Ukraine Volodymyr Vynnytskyi reported that about 15-17% of students who went abroad from Ukraine through exchange programs did not return after completing their studies.

Although this figure is not critical enough to cancel exchange programs, it raises concern.

"At some universities, the figure is very high, while at others almost everyone returns," — Vynnytskyi noted. According to him, the ministry will reach out to the rectors of higher education institutions to ensure a more careful selection of students for participation in mobility programs.

This concerns students aged 18 to 22 who are studying for their bachelor’s degree.
