Zelenskyy appointed a Constitutional Court judge under his quota

Oleksandr Vodyannikov has been elected as the new judge of the Constitutional Court of Ukraine. The President of Ukraine, Volodymyr Zelenskyy, has officially appointed him to this position.

This became known from the decree of the head of the Ukrainian state No. 438/2025.

"Appoint Oleksandr Vodyannikov as a judge of the Constitutional Court of Ukraine," the document states.

Significance of the decision

It should be noted that since January 27, 2025, the Constitutional Court lacked the necessary quorum to make decisions. On that day, the powers of three Constitutional Court judges ended after the completion of their nine-year term.

Thus, only 11 judges remained in the court, while at least 12 out of 18 are needed for a quorum.

Among the seven missing judges, three can be appointed by the president, two more by the Verkhovna Rada, and the other two by the congress of judges of Ukraine.

Oleksandr Vodyannikov

Oleksandr Vodyannikov is a Ukrainian lawyer and an expert in constitutional law. Previously, Vodyannikov worked on an OSCE project in Ukraine where he held the position of national legal advisor.

He actively participated in the development of bills concerning the reform of the Constitutional Court and the judicial system as a whole, and prepared legal findings for parliamentary committees on European integration issues.
