TRC no longer have the right to impose fines for non-updated mobilization data

From July 16, 2025, Ukrainians are no longer subject to administrative fines for the late renewal of mobilization data. As legal experts explain, the deadline has passed after which it has become legally impossible to hold individuals responsible for this violation.

This concerns the requirement that was in effect until July 16, 2024 — at that time, all individuals liable for military service had to update their data either in person at the TRC or through the "Reserve+" app. Failure to comply with this rule was subject to a fine of 17,000 hryvnias in accordance with Article 210 of the Code of Ukraine on Administrative Offenses. However, as lawyers note, this sanction is no longer in effect: according to part 7 of Article 38 of the CUOAO, penalties in wartime conditions cannot be imposed later than one year after the offense was committed, – reports "Informator".

The provision itself states: if the offense is committed during a special period, the fine can be imposed no later than 12 months after it was committed. Therefore, from July 16, 2025, liability for violating the requirement to update data is no longer stipulated. Nonetheless, as of today, about six million men of conscription age have not updated their data.

However, even without penalties, the update of information remains mandatory. This was reminded by Deputy Minister of Defence Kateryna Chernohorenko. According to her, every citizen is obliged to provide updated information to the register of those liable for military service, regardless of the presence or absence of fines.

Meanwhile, a new service has appeared in "Reserve+" — the ability to pay a fine in a few clicks. If the user did not update the data earlier, the system suggests paying 8,500 hryvnias — half of the full amount — within 20 days after the TRC decision is issued. If not paid on time, the full amount of 17,000 hryvnias will have to be paid, and for the next delay, the fine will double to 34,000 hryvnias. On average, the procedure takes four days.
