Ex-chairman of the Kyiv MSEC Marunyсh "earned" over 2 million hryvnias on fake disabilities

The Office of the Prosecutor General reports this.

Sources in law enforcement agencies reported that it concerns Volodymyr Marunych.

According to the investigation, he systematically issued examination acts and disability certificates to citizens who did not have legal grounds for it.

"The organized group included his deputy — currently a practicing lawyer, a doctor, and four commission members, as well as one of the family doctors from the Municipal Non-Profit Enterprise ’Center for Primary Health Care of Darnytskyi district, Kyiv,’” the report states.

The investigation also established that the group members fabricated and registered knowingly forged directions of medical-consultative commissions and, based on them, established disability for certain individuals. The official documents were signed and sealed with the stamp of the central MSEC, after which the individuals acquired the right to social benefits and payments.

"In particular, in 2024–2025, disability was illegally granted to at least 14 citizens. Based on these decisions, the Pension Fund of Ukraine made payments amounting to over 2.8 million UAH, causing damage to the state budget," the Office of the Prosecutor General states.

The officials are accused of organizing and abusing their office as part of an organized group, as well as of official forgery.

Prosecutors have already prepared a petition for selecting preventive measures for all suspects.

Moreover, within the investigation, law enforcement officers are identifying other individuals who may have been involved in illegal activities, as well as verifying citizens who received disability certificates without legal grounds.
