The SSU uncovered a scheme for evading mobilization through fictitious employment in pseudo-lyceums
Due to fake licenses from the Kyiv City State Administration, the organizers fictitiously employed conscripts from all over Ukraine in positions as teachers - for significant money and with a guarantee of protection from military service.

The Security Service of Ukraine and the prosecutor’s office uncovered a scheme of fictitious employment, where, through pseudo-lyceums registered in Kyiv, men bought exemptions from military service. The original avoidance scheme worked because the schemers registered as many as 8 private lyceums, for which they received licenses from the Kyiv City State Administration to conduct educational processes. According to the investigation, over 200 men became "teachers" in this way.
The SSU’s counterintelligence reported the elimination of a large-scale operation in Kyiv and Vinnytsia. The organizers created eight private lyceums, for which they officially received licenses from the Kyiv City State Administration. In fact, none of these establishments had an address, did not conduct educational activities, and existed only on paper.
The essence of the scheme was that conscripts from different regions were registered in such schools as "teachers," which provided them with legal documents for exemption from mobilization. Clients paid significant money for fictitious employment - three thousand dollars once and about 20,000 UAH monthly. The organizers appropriated part of these funds, and the other part was conducted as salaries for pseudo-employees to simulate a legitimate educational process.
The SSU documented that the scheme’s services were used by more than two hundred men. Defectors from all over Ukraine turned to the organizers, and money flowed continuously. The organizer spent the received profits on luxurious purchases: in particular, a premium-class car for 6 million UAH and apartments in the city center.
"During searches in Kyiv and Vinnytsia at the places of residence of the scheme’s participants, as well as in vehicles, gadgets, school seals, documents, and black records containing evidence of illegal activities were seized," the Prosecutor General’s Office reported.
According to the investigation, the scheme involved an organizer, an accountant, and several "directors" of fake lyceums. All of them received suspicions under the Criminal Code article on obstructing the lawful activities of the Armed Forces, which threatens punishment of up to eight years of imprisonment. The case is being investigated by the SSU and the Prosecutor General’s Office, law enforcement emphasize: now all those involved in the scheme must be brought to justice.
