8 years in prison and asset confiscation: HACC upheld the sentence of the fugitive MP Odarchenko

On October 10, 2025, the Appeals Chamber of the High Anti-Corruption Court (HACC) upheld the HACC’s verdict from November 14, 2024, which found Andriy Odarchenko, a Member of Parliament of Ukraine of the IX convocation, guilty of providing an undue advantage to the Head of the State Agency for the Restoration and Development of Infrastructure of Ukraine.

Thus, the HACC and the Appeals Chamber of the HACC found Andriy Odarchenko guilty of committing a crime under Part 4 of Article 369 of the Criminal Code of Ukraine.

The court sentenced him to 8 years of imprisonment with confiscation of property and prohibited him from holding certain positions for three years.

The decision of the Appeals Chamber of the HACC comes into legal force upon pronouncement and can be appealed to the Supreme Court.

During the pre-trial investigation, it was established that the MP offered a senior official an undue advantage in exchange for ensuring that the Interagency Working Group adopt a decision to allocate funds from the fund for the elimination of the consequences of armed aggression for the repair of university buildings, where the parliamentarian continues to hold the position of rector (contract suspended). The amount of the undue advantage was to constitute 8% of the funding volume.

Subsequently, the deputy provided the senior official – a person in a particularly responsible position – with part of this undue advantage in the amount of 0.39 Bitcoin, which at the time of the transaction was equivalent to 10,000 US dollars.
