Luxurious life on 96 thousand hryvnias: Former director of transport of KCSA Kandybor is suspected of illicit enrichment

Former Director of the Kyiv City State Administration’s Transport Department, Ruslan Kandybor, is suspected of illicit enrichment.

The investigation concerns his wife Olha, daughter Daryna, and several close relatives. Detectives are requesting banks to provide information on accounts, fund movements, and cash transactions from the time of their opening until the fall of 2025.

The reason for the investigations is that the family’s lifestyle does not match their official income:

•  Kandybor’s official salary is approximately 96,000 hryvnias per month,
•  the family owns several apartments and land plots in the Lviv region,
• holds over 70,000 USD and 25,000 EUR in cash,
• owns several Mercedes-Benz vehicles, including a GLC 300 model purchased in 2024 — already during the war.

Previously, Kandybor was charged with official negligence (Part 2 of Article 367 of the Criminal Code of Ukraine). According to the investigation, he and the structures under his control ignored the threat of the metro tunnel collapse between the "Demiivska" – "Lybidska" stations, which led to an emergency shutdown, losses amounting to 164 million hryvnias, and significant paralysis of the line’s operation.
