Supercars and million in wealth of the "ordinary" judge of the Darnytskyi court in Kyiv, Alla Basalayeva
In 2014, thousands of judges appointed during Yanukovych’s times found themselves in a legal collapse – their 5-year terms had expired, while the Verkhovna Rada, which at that time was supposed to consider their lifetime appointments, was afraid to address the issue of judges appointed by representatives of the former authorities.
However, some judges appointed by the former president in 2012 are only now reaching the end of their terms. The possibility of their lifetime appointment will be considered by the Higher Qualification Commission of Judges during the initial qualification assessment.
Meet the judge of the Darnytskyi District Court in Kyiv – Alla Basalayeva.
She was appointed to her current position by a decree of the President of Ukraine, Viktor Yanukovych, on January 23, 2012. Interestingly, in the competition for the judge position, Alla scored 88 points. This result is difficult to call the best, as over 100 candidates in the rating scored higher. It is also known that a disciplinary proceeding was opened against Judge Alla Basalayeva on February 3, 2015, but it was later closed.
As we can see, Alla Basalayeva’s term in the Darnytskyi District Court ended this year. That’s why now Mrs. Alla is undergoing an initial qualification assessment, during which the members of the HQCJ will decide whether Alla Basalayeva is capable of administering justice.
Before becoming a judge, Alla worked for about 7 years in the Central Election Commission. She began her career in the CEC back in September 2005 as the chief consultant in the department of court representation and control over the application of election and referendum legislation in Ukraine of the Commission’s Secretariat’s Legal Department. From 2008 to 2012, Alla Basalayeva worked as the head of the department of Commission’s interest representation in the courts of the Legal Management of the CEC Secretariat.
Today, Alla is trying to return to the Central Election Commission again. She is a candidate for the position of CEC member from the "Vidrodzhennya" party. According to media reports, she was proposed for this position by MP Valeriy Pysarenko.
By the way, the judge’s husband also works in the Central Election Commission – Oleksandr Veselyi. As indicated in his declaration – he holds the position of head of the department for ensuring the review of appeals of the legal support management of the Register of the State Voters Register Service.
We analyzed the judge’s declarations for 2015 and 2016. During this period, Mrs. Alla received only 28,000 UAH as childcare assistance. Her husband earned 344,000 UAH during this period.
Despite such seemingly low incomes, in 2014, Oleksandr became the owner of a house in Irpin with an area of 232 sq. meters. Although the house became the property of the judge’s relative only 3 years ago, its value remains unrecallable. We found out that similar houses on this street cost about 180,000 dollars today.






The judge’s husband obtained another plot of land in 2016 for 23,000 UAH. It is located near the house.


All movable property is also owned by Oleksandr Veselyi. He owns a 2008 Honda Civic and a 2010 Hyundai Sonata.



In 2016, Oleksandr also declared 190,000 UAH in savings.

However, in October 2017, Oleksandr sold one of his cars for 180,000 UAH. A month later, he purchased a 2014 BMW 520.


This car cost Mr. Oleksandr 543,000 UAH. And here a logical question arises about the origin of the funds for this vehicle, because if we summarize the income from the sale of the old car, salary, and savings, it amounts to about 566,000 UAH. Since the judge herself does not declare savings and has a not particularly high salary, it turns out that even if the couple had not supported two children, the house or refueled two cars all year, they still would not have had any money left after purchasing the BMW.
As mentioned earlier, Judge Alla Basalayeva will soon undergo an initial qualification assessment, at which she will have to explain to the HQCJ and the Public Integrity Council the origin of the funds for the purchase of expensive property. For our part, we will actively monitor this process.
