Associated with ex-MP Orlov, a company exports coal from separatist mines

The Security Service of Ukraine is conducting an investigation into a company linked to former member of the Party of Regions, Andriy Orlov, regarding the sale of coal mined in the occupied territories of Donbas in the Vinnytsia region.

This became known from the materials of the criminal proceeding under part 3 of article 110-2 of the Criminal Code.

The investigation began at the end of March last year, but as follows from the case materials, the scheme continues to operate to this day. According to the investigation, from 2015 to 2020, the company LLC "Trans-Lend" under the guise of legal trade organized the extraction and purchase of coal from enterprises operating in ORDLO. The mined coal of various brands was sold to enterprises, institutions, and organizations in the Vinnytsia region, including budgetary ones.

LLC "Trans-Lend" is registered in the territory of the "LPR" in Holubivka (formerly the city of Kirovsk – Ed.). To transfer money from Ukraine to the territory of the "LPR," the company signed contracts with Kyiv LLC "TFC "Vertical"," which in turn concluded similar contracts with Kyiv LLC "Euroinvestplus" and LLC "Bakters" from Kropyvnytskyi.

All the companies are interconnected: the connection between "Trans-Lend" and "TFC "Vertical" is easily traced through the owner of "Trans-Lend," Viktor Chmilyev, and the "Proletarska" CPP, of which he is a founder.

In addition to Chmilyev, the founders of "Proletarska" include the Kyiv LLC "Enerhoupravlinnya," located at the same address as LLC "Boeing Trista," which in turn has a single phone number with a number of companies located in the same place as LLC "TCF "Vertical." In a similar way, the connection between LLC "Trans-Lend" and LLC "TCF "Vertical" with other participants in the scheme, LLC "Euroinvestplus" and LLC "Bakters," is traced.

Currently, investigators, with the permission of the Vinnytsia City Court, have accessed the relevant documentation to study the connections and interaction schemes of LLC "TFC "Vertical" with LLC "Euroinvestplus" and LLC "Bakters."

Regarding LLC "Trans-Lend" and its owner, businessman from Makiivka Viktor Chmilyev, he is also, according to documents, the owner of PJSC "CPP "Kolosnykivska," which is also located in Makiivka.

However, in fact, both the factory and LLC "Trans-Lend" fall under the influence of former MP from the "Party of Regions," Andriy Orlov, within the "Energoimpex" group, which includes several coal processing plants in Donbas, such as "Kondrativska," "Selydivska," and "Proletarska," as well as many enterprises, including LLC "Enerhoupravlinnya," through which the participants of the criminal proceedings LLC "Trans-Lend" and LLC "TFC "Vertical" are connected.
