Director of KSRIFE Oleksandr Ruvin poses a direct threat to the national security of Ukraine

Public activists, anti-corruption advocates, and journalists demand the dismissal and criminal prosecution of Oleksandr Ruvin, the director of the Kyiv Scientific Research Institute of Forensic Expertise (KSRIFE), an undercover millionaire leading a double life.

Recently, Tetyana Lokatska, the Head of the Public Control Council of NABU, reported that a delegation from the Council visited the Ministry of Justice to expose the corrupt official, providing all the facts about the criminal activities of the KSRIFE director. Specifically, they discussed three previously initiated criminal cases against Ruvin - for illicit enrichment, false declaration, and knowingly providing false expert conclusions.

Moreover, NABU has official data indicating that Oleksandr Ruvin is a citizen of Israel – as stated in corresponding letters from the Security Service of Ukraine (SSU) and the Population and Immigration Authority in Tel Aviv (Israel). Ruvin and his family not only hold Israeli citizenship but also own expensive real estate there.

However, even the Deputy Minister of Justice refused to take action regarding the KSRIFE director, stating that "the Ministry of Justice cannot dismiss him, and the fact that he is a citizen of another country and owns so much property - well, that has nothing to do with expertise."

Therefore, many experts believe that Ruvin could not have held such a high-ranking position for so long unless one assumes «that through his expert opinions, he either blackmails or assists influential figures, thus securing his position.»

This is despite the fact that Ruvin is constantly implicated in high-profile corruption schemes and scandals. Consider the fact that he owns an asphalt concrete plant imported from the USA, located on the territory of «ABZ-1» (EDRPOU code 41190464) in Kyiv at 49 Devyatogo Travnya Street. It is obvious that asphalt from his personal plant will always receive a positive evaluation from KSRIFE based on expertise results – since it is Oleksandr Ruvin and his subordinate agency that investigate the quality and cost of road construction works across the country.

Furthermore, according to media reports, Ruvin himself takes 4% of the budget for each expertise, amounting to 8 billion 574 million 800 thousand hryvnias over the last three years alone! Notably, Oleksandr Ruvin has held the position of KSRIFE director since as far back as 2010.

He was also mentioned in leaked recordings of Roman Truba, the head of the State Bureau of Investigation, as a polygraph examiner who "writes whatever you tell him to."

This man «recalled» an expertise from NABU regarding Roma Nasirov; it was Ruvin who was involved with his institute’s expert opinions in the most high-profile cases, earning a reputation for "suitcase-cash expertise." NABU opened three cases against him, which were later annulled by the Constitutional Court and subsequently closed.

In the Telegram channel «Trubu Prorvalo», a recording was published in which a voice resembling Roman Truba’s states that the director of the Kyiv Scientific Research Institute, Oleksandr Ruvin, will write any expertise as long as there is the will of the president.

In this regard, journalists are appealing to the Ministry of Justice, the Prosecutor General’s Office of Ukraine, NABU, the State Bureau of Investigation, the National Police, and the SSU, demanding an investigation into all expert opinions issued by the current KSRIFE director over the past 10 years.

«Every additional day that Oleksandr Ruvin remains in the position of director of the Kyiv Scientific Research Institute of Forensic Expertise poses a direct threat to justice over corrupt officials. KSRIFE is a key performer of forensic expertise, so every criminal proceeding currently under investigation by NABU could be undermined by a single signature from Oleksandr Ruvin,» emphasize outraged Ukrainians.
